Abstract
Pendidikan yang tidak memadai terjadi akibat masalah putus sekolah yang hingga saat ini masih menjadi polemik yang belum terpecahkan. Campus Social Responsibility adalah program pengentasan masalah putus sekolah di Kota Surabaya yang ditujukan untuk mengimplementasikan Peraturan Daerah Kota Surabaya Nomor 6 Tahun 2011 tentang Penyelenggaraan Perlindungan Anak. Program tersebut berada di naungan Dinas Sosial Kota Surabaya bekerjasama dengan Perguruan Tinggi di seluruh kota Surabaya untuk menangani masalah putus sekolah. Jenis penelitian yang digunakan dalam penelitian ini adalah kualitatif dengan pendekatan studi kasus. Penentuan fokus penelitian ini diarahkan pada temuan informasi terbaru mengenai implementasi program Campus Social Responsibility pada masa pandemi covid-19 yang dieksplorasi dengan teknik pengumpulan data berupa wawancara dan dokumentasi. Validasi akurasi informasi yang ditemukan dalam pengumpulan data diolah dan dianalisis guna menemukan kredibilitas penelitian. Hasil penelitian menunjukkan bahwa keberadaan program Campus Social Responsibility secara spesifik kurang dijelaskan dalam Peratuan Daerah Kota Surabaya Nomor 6 Tahun 2011. Ambiguitas regulasi juga ditemukan dalam penerbitan Surat Edaran Dinas Sosial Kota Surabaya Nomor 460/33250/436.7.7/2020 tentang keputusan tidak melaksanakan program Campus Social Responsibility di masa pandemi covid-19. Tidak berhasilnya program Campus Social Responsibility juga disebabkan oleh kondisi yang tidak sesuai dengan ketentuan awal dan beberapa syarat implementasi yang tidak terpenuhi dengan baik. Program Campus Social Responsibility memberikan dampak potensi putus sekolah yang cukup tinggi terjadi pada jenjang SMA/SMK
English Abstract
Inadequate education occurs due to the problem of dropping out of school which is still an unsolved polemic. Campus Social Responsibility is a program to alleviate the problem of dropping out of school in the city of Surabaya which is intended to implement the Surabaya City Regulation Number 6 of 2011 concerning the Implementation of Child Protection. The program is under the auspices of the Surabaya City Social Service in collaboration with universities throughout the city of Surabaya to deal with the problem of dropping out of school. The type of research used in this research is qualitative with a case study approach. Determining the focus of this research is directed at finding the latest information regarding the implementation of the Campus Social Responsibility program during the covid-19 pandemic which was explored with data collection techniques in the form of interviews and documentation. Validation of the accuracy of the information found in the data collection is processed and analyzed in order to find the credibility of the research. The results showed that the existence of the Campus Social Responsibility program was not specifically explained in the Surabaya City Regional Regulation Number 6 of 2011. Regulatory ambiguity was also found in the issuance of the Surabaya City Social Service Circular Number 460/33250/436.7.7/2020 regarding the decision not to implement the program Campus Social Responsibility during the covid-19 pandemic. The failure of the Campus Social Responsibility program was also caused by conditions that were not in accordance with the initial provisions and several implementation requirements that were not met properly. The Campus Social Responsibility program has an impact on the potential for high school dropouts to occur at the senior high school level
