Abstract
Bantuan Sosial Tunai (BST) merupakan salah satu program yang diterbitkan oleh pemerintah untuk meringankan beban ekonomi pada masyarakat yang terdampak oleh pandemi Covid-19 secara ekonomi dan pekerjaan mereka. Penelitian ini bertujuan untuk (1) memberikan gambaran dan menganalisis implementasi program Bantuan Sosial Tunai (BST) dalam Penanganan dampak Covid-19 pada Kecamatan Mojoroto, Kota Kediri, Provinsi Jawa Timur, (2) mendeskripsikan dan menganalisis faktor penghambat dalam implementasi program Bantuan Sosial Tunai (BST) dalam Penanganan dampak Covid-19 pada Kecamatan Mojoroto, Kota Kediri, Provinsi Jawa Timur. Jenis penelitian yang digunakan adalah pendekatan kualitatif. Objek dalam penelitian ini yaitu Kecamatan Mojoroto, Kota Kediri, Provinsi Jawa Timur. Tehnik penentuan sampel menggunakan snowball sampling. Analisis data menggunakan model Miles Hubberman. Hasil analisis menunjukkan bahwa Implementasi program Bantuan Sosial Tunai (BST) dalam Penanganan dampak Covid-19 pada Kecamatan Mojoroto, Kota Kediri, Provinsi Jawa Timur diketahui bahwa implementasi program BST Covid-19 di Kecamatan Mojoroto dilakukan dengan beberapa ketentuan yaitu berdasarkan Data Terpadu Kesejahteraan Sosial (DTKS) dengan ketentuan merupakan masyarakat di Kecamatan Mojoroto dan tidak menerima bantuan sosial lainnya, serta faktor penghambat dalam implementasi program Bantuan Sosial Tunai (BST) dalam Penanganan dampak Covid-19 pada Kecamatan Mojoroto, Kota Kediri, Provinsi Jawa Timur diketahui bahwa penggunaan data lama yang berasal dari Data Terpadu Kesejahteraan Sosial (DTKS) yang menjadi basis data untuk penyaluran bansos secara nasional sehingga banyak terdapat ketidaksesuaian antara data yang ada dalam daftar penerima program Covid-19 pada Kecamatan Mojoroto dengan kondisi di lapangan misalnya adanya daftar penerima yang sudah meninggal dunia.
English Abstract
Cash Social Assistance (BST) is one of the programs issued by the government to ease the economic burden on people who are economically affected by the Covid- 19 pandemic and their work. This study aims to (1) provide an overview and analyze the implementation of the Cash Social Assistance (BST) program in handling the impact of Covid-19 in Mojoroto District, Kediri City, East Java Province, (2) describe and analyze the inhibiting factors in the implementation of the Cash Social Assistance program. (BST) in Handling the impact of Covid-19 in Mojoroto District, Kediri City, East Java Province. The type of research used is a qualitative approach. The object of this research is Mojoroto District, Kediri City, East Java Province. The technique of determining the sample using snowball sampling. Data analysis using Miles Hubberman model. The results of the analysis show that the implementation of the Cash Social Assistance (BST) program in handling the impact of Covid-19 in Mojoroto District, Kediri City, East Java Province, it is known that the implementation of the Covid-19 BST program in Mojoroto District is carried out with several provisions, namely based on Integrated Social Welfare Data ( DTKS) provided that they are communities in Mojoroto Sub- district and do not receive other social assistance, as well as inhibiting factors in the implementation of the Cash Social Assistance (BST) program in Handling the impact of Covid-19 in Mojoroto District, Kediri City, East Java Province, it is known that the use of old data used comes from the Social Welfare Integrated Data (DTKS) which is the database for the distribution of social assistance nationally so that there are many discrepancies between the data in the list of recipients of the Covid-19 program in Mojoroto District and conditions in the field, for example the list of recipients who have died
