Abstract

Kebijakan undang-undang nomor 18 tahun 2008 tentang pengelolaan sampah menjadi acuan dalam implementasi proses pengelolaan sampah yang ada di dalam pemerintah pusat, pemerintah daerah, dan pemerintah desa. Pada pemerintahan desa terdapat adanya TPST (Tempat Pengolahan Sampah Terpadu) di seluruh Indonesia menjadi sebuah implementasi dari adanya kebijakan tersebut. TPST Kraton Indah berdiri sejak 2014 dan menjadi satu-satunya TPST yang beroperasi aktif sejak didirikan hingga sekarang di Kecamatan Krian Kabupaten Sidoarjo. TPST tersebut memperoleh juara 1 se-Kabupaten Sidoarjo dalam lomba SBH (Sidoarjo Bersih Hijau) pada tahun 2015. Tujuan dari penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis implementasi kebijakan undang-undang nomor 18 tahun 2008 tentang pengelolaan sampah (studi pada TPST Kraton Indah Kecamatan Krian Kabupaten Sidoarjo). Dengan metode penelitian yang digunakan oleh peneliti adalah pendekatan metode deskriptif kualitatif. Hasil penelitian ini memberikan fakta bahwa TPST Kraton Indah pernah beroperasi sangat baik pada masa awal berdirinya TPST, dengan berbagai program aktif yang menghasilkan beberapa hasil karya yang melibatkan masyarakat Desa Kraton. TPST Kraton Indah masih belum sepenuhnya mengetahui perihal kebijakan undang-undang nomor 18 tahun 2008 tentang pengelolaan sampah. Peraturan perundang-undangan pada TPST tersebut terdapat pada fasilitas yaitu pada banner, fasilitas tersebut dan fasilitas-fasilitas yang terdapat pada TPST tersebut belum terjaga sepenuhnya oleh pihak TPST. Masih terdapat anggota yang tidak aktif dalam proses implementasi pengelolaan sampah dan terdapat anggota dan para tenaga kerja lapangan yang belum mengetahui dari program 3R yang menjadi dasar tujuan dari TPST itu sendiri. Kesimpulan yang diperoleh dalam penelitian ini adalah perencanaan dan pengawasan yang kurang masih perlu ditingkan kembali oleh TPST Kraton Indah. Selain itu, pembinaan mengenai program 3R untuk seluruh anggota dan tenaga kerja lapangan sangat dibutuhkan dalam melaksanakan pengelolaan sampah pada TPST Kraton Indah

In the village government, there are TPST (Integrated Waste Processing Sites) throughout Indonesia which is an implementation of the policy. TPST Kraton Indah was established in 2014 and is the only TPST that has been actively operating since its establishment until now in Krian District, Sidoarjo Regency. The TPST won 1st place in Sidoarjo Regency in the SBH (Sidoarjo Clean and Green) competition in 2015. The purpose of this study is to identify, describe, and analyze the implementation of the policy of law number 18 of 2008 regarding waste management (study at TPST Kraton Indah, Krian District, Sidoarjo Regency). The research method used by the researcher is a qualitative descriptive method approach. The results of this study provide the fact that the Kraton Indah TPST operated very well in the early days of the TPST, with various active programs that produced several works involving the Kraton Village community. TPST Kraton Indah is still not fully aware of the policy of law number 18 of 2008 regarding waste management. The laws and regulations on the TPST are contained in the facilities, namely on the banner, these facilities and the facilities contained in the TPST have not been fully maintained by the TPST. There are still members who are not active in the process of implementing waste management and there are members and field workers who do not know about the 3R program which is the basis for the purpose of the TPST itself. The conclusion obtained in this study is that the planning and supervision that is lacking still need to be improved by TPST Kraton Indah. In addition, guidance regarding the 3R program for all members and field workers is very much needed in carrying out waste management at the Kraton Indah TPST.
