Abstract

Konsep smart city telah menjadi subjek peningkatan perhatian dan sekarang muncul sebagai paradigma baru pembangunan kota cerdas dan pertumbuhan sosial-ekonomi yang berkelanjutan. Di sisi lain muncul kebutuhan baru dalam pengelolaan kota yaitu dengan konsep ketahanan kota (urban resilience) yang merupakan sebuah sistem di perkotaan untuk dapat bertahan, beradaptasi, menyerap perubahan, dan tumbuh dari tantangan/krisis. Pada penelitian ini dilakukan pengukuran maturity level smart city, atau mengukur seberapa efektif, efisien, terintegrasi, berkelanjutan dan terukur kematangan kota dalam menyediakan layanan yang dapat memberikan peningkatan kualitas hidup warga kotanya. Ada dua indikator utama untuk mengukur kota pintar, yang pertama adalah kualitas hidup dan yang kedua adalah tingkat kematangan kota pintar. Apabila adanya relevansi antara penerapan konsep smart city dengan peningkatan kualitas hidup masyarakat maka dapat dilihat bahwa penerapan konsep smart city dapat berpengaruh pada peningkatkan kualitas hidup masyarakat. Berikutnya dilakukan perhitungan tingkat ketahanan kota menggunakan “Uji Kruskal Wallis” yang merupakan uji nonparametrik berbasis peringkat dengan tujuan untuk menentukan apakah ada perbedaan atau pengaruh yang “signifikan” secara statistik antara dua atau lebih kelompok variabel independen pada variabel dependen. Apabila hasil yang diperoleh dari “test statistics” pada Uji Kruskal Wallis, menyatakan nilai yang diperoleh pada Asymp.Sig yaitu nilainya < 0,05 maka variabel tersebut memiliki pengaruh yang nyata dengan ketahanan kota. Hasil yang diperoleh dari perhitungan maturity level smart city pada ketiga enabler smart city berada pada tingkat integrated, yaitu pemerintah kota mengundang seluruh stakeholder di kota untuk melaksanakan bermacam rencana kota pintar yang menyeluruh. Indeks Pembangunan Manusia (IPM) Kota Manado juga mengalami peningkatan dengan adanya penerapan program rencana smart city sehingga dapat dilihat bahwa konsep smart city yang telah diterapkan dapat memberikan pengaruh pada IPM di Kota Manado. Penilaian faktor-faktor yang mempengaruhi tingkat ketahanan kota menunjukkan perubahan iklim memiliki pengaruh yang tertinggi berdasarkan mean item score yaitu sebesar 78.5, sehingga harus lebih diperhatikan karena hal ini sering menjadi penyebab bencana yang dialami berbagai negara-negara di dunia bahkan yang terjadi di Kota Manado dan keamanan publik berada pada peringkat terakhir. Dan untuk hasil analisis peran smart city drivers dalam pembentukan ketahanan kota berdasarkan pendapat responden tidak terdapat perbedaan pengaruh yang nyata (signifikan) secara statistik

English Abstract

The concept of smart city has been the subject of increased attention and is now emerging as a new paradigm of smart city development and sustainable socio-economic growth. On the other hand, there is a new need in urban resilience, which is a system in urban to be able to survive, adapt, absorb change, and grow from challenges / crises. In this study, the maturity level of smart city measurement was conducted, or measured how effective, efficient, integrated, sustainable and measurable the maturity of the city in providing services that can provide improved quality of life of its citizens. There are two main indicators for measuring smart cities, the first is quality of life and the second is the maturity level of smart cities. If there is relevance between the application of the concept of smart city and improving the quality of life of the community, it can be seen that the application of the concept of smart city can have an effect on improving the quality of life of the community. Next, a calculation of the city's resilience level is performed using the "Kruskal-Wallis Test" which is a rank-based nonparametric test with the aim of determining whether there is a statistically "significant" difference or influence between two or more groups of independent variables on dependent variables. If the results obtained from "test statistics" in the Kruskal Wallis Test, stated the value obtained on Asymp.Sig is the value of < 0.05 then the variable has a real influence with the resilience of the city. The results obtained from the calculation of maturity level smart city in the three smart city enablers are at the integrated level, namely the city government invites all stakeholders in the city to implement a variety of comprehensive smart city plans. Manado City Human Development Index (HDI) has also increased with the implementation of smart city plan program so that it can be seen that the concept of smart city that has been applied can have an influence on HDI in Manado City. The assessment of factors that affect the resilience level of the city shows that climate change has the highest influence based on the mean item score of 78.5, so it should be more considered because this is often the cause of disasters experienced by various countries in the world even those that occur in Manado city and public safety is ranked last. And for the results of the analysis of the role of smart city drivers in the formation of urban resilience based on the opinion of respondents there is no difference in influence that is statistically significant
