Abstract

Tujuan dilakukannya penelitian ini adalah untuk mengetahui proses manajemen sumber daya manusia Aparatur Sipil Negara (ASN), dan mengetahui proses manajemen sumber daya manusia yang terdiri dari pengarahan, pengendalian, pengadaan, pengembangan, kompensasi, pengintegrasian, pemeliharaan, dan pemutusan di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia (BKPSDM) Kabupaten Tuban. Penelitian menggunakan pendekatan kualitatif. Dan jenis penelitian menggunakan penelitian deskriptif. Penelitian ini dilakukan di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Tuban. Data yang digunakan dalam penelitian ini adalah data primer dan sekunder. Dan yang menjadi narasumber adalah orang yang dinilai mengetahui permasalahan yang peneliti angkat, seperti Kelpa BKPSDM Kabupaten Tuban, Kepala Bidang pengadaan, Pemberhentian, dan Informasi ASN, Kasubbidang Data dan Informasi ASN, para Operator/OPD SIMPEG di dinas/Kecamatan, Dosen/ASN dan ASN yang menerima layanan kepegawaian di BKPSDM Kabupaten Tuban. Teknik pengumpulan data dalam penelitian ini dilakukan dengan menggunakan wawancara dan data dokumen. Hasil penelitian ini adalah proses manajemen sumber daya manusia Aparatur Sipil Negara (ASN) di Badan Kepegawaian dan Pengembangan Sumber Daya Manusia Kabupaten Tuban sudah diseuaikan dengan ketentuan dan perintah Menteri Dalam Negeri, yaitu pembuatan SIMPEG atau Sistem Informasi Manajemen Kepegawaian yang digunakan untuk perencanaan dan manajemen pegawai. Dan dalam pengimplementasiannya masih ditemui kendala seperti update data, keterbatasan OPD, masih ditemui ASN tidak mengerti teknologi, dan kesadaran ASN untuk memperbarui data di SIMPEG yang masih rendah.

English Abstract

The purpose of this research is to determine the human resource management process in the State Civil Apparatus, and to know the human resource management process which consists of direction, control, procurement, development, compensation, integration, maintenance, and termination in the Personnel and Human Resources Development Agency in Tuban district. This research uses a qualitative approach. And this type of research uses descriptive research. This research was conducted in the Personnel and Human Resources Development Agency in Tuban district. The data used in this study are primary and secondary data. And the sources are people who are considered to know the problems that the researchers raised, such as Head of Personnel and Human Resources Development Agency in Tuban district, Head of State Civil Apparatus procurement, dismissal and information, Head of the Data sub-division and State Civil Apparatus Information, Operators / OPD Personnel Management Information System used for planning and employee management in offices / districts, Lecturers / State Civil Apparatus and State Civil Apparatus who receive staffing services at Personnel and Human Resources Development Agency in Tuban district. Data collection techniques in this study were carried out using interviews and document data. The result of this research is that the human resource management process of the State Civil Apparatus in the Personnel and Human Resources Development Agency in Tuban district has been adjusted to the provisions and orders of the Minister of Home Affairs, namely the creation of a Personnel Management Information System used for planning and employee management. And in its implementation there are still many obstacles such as updating data, limitations of OPD, still being found that the State Civil Apparatus does not understand technology, and the awareness of the State Civil Apparatus to update data in the Personnel Management Information System used for planning and employee management is still low.
