Abstract

Pelayanan publik di Indonesia yang masih belum dapat memberikan kepuasan bagi warga negaranya menjadi isu sentral pada dekade ini. Tuntutan masyarakat, memaksa institusi pemerintah, swasta, maupun lembaga-lembaga masyarakat untuk melakukan perbaikan dalam penyelenggaraan pelayanan publik yang berkualitas. Hal ini sejalan dengan persoalan yang mendapat perhatian serius dari gerakan hak asasi manusia sejak era reformasi hingga kini adalah kekerasan dalam rumah tangga (KDRT), khususnya kekerasan yang dilakukan suami terhadap istri dan yang dilakukan orang tua terhadap anak. Sehubungan dengan kecenderungan meningkatnya kasus Kekerasan terhadap Perempuan dan Anak (KtP/A) di berbagai daerah, termasuk di Surabaya yang setiap tahun meningkat sekitar 80%, pemerintah kota Surabaya membentuk PPTP2A (Pusat Pelayanan Terpadu Perlindungan Perempuan dan Anak). Namun pengadaan layanan cenderung terbatas pada satu bidang keahlian tertentu saja. Praktik seperti ini berkaitan dengan keterbatasan sumber daya manusia, sumber daya finansial, ego sectoral, dan kecenderungan menyikapi layanan secara parsial. Penelitian dengan pendekatan diskriptif kualitatif serta teknik penarikan informan secara purposisive melalui tahapan analisa data collection, condensation, display, conclusions: drawing/verifying adalah untuk menjawab perumusan masalah; ”Bagaimana penyelenggaraan pelayanan publik di PPTP2A Kota Surabaya dalam perspektif New Public Service?” Berdasarkan teori Pelayanan Sosial Terpadu (Richardson & Patana, 2012) pada model A Post Crisis Response (Kathy Desmond, 2011) dan model The Depth and Breadth (Glasby, 2005) yang berbasis NPS (Janed V. Dernhart & Robert B. Dernhart, 2007), penelitian ini menghasilkan tiga simpulan. Pertama, PPTP2A kota Surabaya sebagai penyelenggara pelayanan terhadap perlindungan korban KtP/A telah menjalankan prosedur pelayanan tahap demi tahap, namun tahapan pelayanan tidak terselenggara secara fleksibel paralel dan pada setiap tahap pelayanan terdapat persoalan interen, sehingga kelompok sasaran kurang optimal dalam mengakses masing-masing layanan. Kedua, keterpaduan stakeholder dalam menyelenggarakan pelayanan di PPTP2A Kota Surabaya, karena dukungan finansial pihak swasta serta dukungan pengaruh dan pemantuan Pemerintah kota. Meskipun masih ada keluhan pada regulasi yang kaku, sarana prasarana, dan budaya patriakal pada masyarakat. Ketiga, pelayanan terpadu di PPTP2A Kota Surabaya yang telah dilaksanakan selama ini berbasis NPS, karena adanya regulasi perlindungan & penanganan korban kekerasan, pemerintah berperan sebagai fasilitator & negosiator pemecah masalah, ada partisipasi publik, pengambilan keputusan yang bersifat shared leadership, dan layanan pada korban berbasis martabat manusia. Model rekomendasi yang diusulkan, adalah mekanisme terpadu yang dapat dilaksanakan secara bertahap maupun bersama-sama. Sehingga terdapat ruang yang dibangun bersama oleh lembaga-lembaga pengada layanan, bukan kondisi lembaga layanan yang bekerja sendiri-sendiri sesuai disiplin atau bidang keahliannya. Diharapkan dengan model rekomendasi ini terbangun keterpaduan dan sinergitas internal dan eksternal antar jaringan institusi penyelenggara pelayanan pemerintah-swasta, dan masyarakat, bukan hanya menyatukan institusi pengada layanan, akan tetapi juga mengintegrasikan pertautan masingmasing disiplin ilmu yang terlibat. Di mana pada akhirnya tercapai perlindungan pada perempuan dan anak korban kekerasan, dalam pengertian pra dan post terjadinya kekerasan.

English Abstract

Public service in Indonesia which has not met the satisfactory level of service to the Indonesian citizens becomes a central issue in this decade. The community demand drives governmental and private institutions as well as community organizations to improve the quality of their performance in public service. This is the case of the issues which is concerned by the human right movement since the beginning of Reformation Era until the present day which is domestic violence issue, especially the kind of domestic violence conducted by a husband to his wife or parents to their children. With regard to the increase of KtP/A cases in many regions, including in Surabaya where every year the case increases by 80%, the city government of Surabaya constitutes PPTP2A (Pusat Pelayanan Terpadu Perlindungan Perempuan dan Anak or Integrated Services Centre of Women and Children). The provision of services tends to be limited to a certain area of expertise only, instead of an integrated service provision. This kind of practice is highly related to the limited human resources, financial resources, sectoral ego, and tendency to take partial actions only. This research is conducted using a descriptive qualitative approach and purposive sampling technique to select the informants and involves data collection and data analysis, condensation, display, and conclusion drawing stages. The conclusion stage covers the drawing/verifying step in order to answer the research question of this study: “How is the performance of PPTP2A public service in Surabaya under the perspective of New Public Service (NPS)?” Base on Integrated Social Service theory by Richardson and Patana (2012) on A Post Crisis Response model by Kathy Desmond (2011) and The Depth and Breadth model by Glasby (2005) on NPS by Janed V. Dernhart and Robert B. Dernhart (2007), this research resulted three conclusions. First, PPTP2A of Surabaya as the service provider for the victims of KtP/A cases have been implementing the service procedure step by step, but the steps of the service was not performed in a flexible manner and at every step of the service there were some internal issues identified, which later resulted in the target group was not able to access every type of service provide optimally. Second, the integration among stakeholders in providing services in PPTP2A of Surabaya was quite well. This happened because there was some financial support from private parties as well as some support and supervision from the city government, although there were still some complaints on the rigid regulations, facilities and infrastructures, and patriarchy culture in the society. Third, the integrated services in PPTP2A of Surabaya city have been in compliance with the NPS policy. However, since there were regulations on the protection and treatments on the victims, there were some public participations, and decision making processes that were based on share leadership concept, and the service was already delivered based on the high appreciation of human dignity. The proposed recommendation model is an integratedmechanisms that can be conducted incrementally or together. This is intended to create a space that needs to be built together by the service provider institutions, instead of having a condition where every institution works by themselves based on their own disciplines and areas of expertise. By utilizing the recommendation model it is expected to build an integration in internal and external synergy between the private and public service providers at the institutional network level and the society, not only the service provider institutions that should be integrated and united but also the connections of each knowledge discipline and area of expertise involved. At last, the final target of providing maximum protection services to the women and children who are the victims of domestic violence cases can be achieved, under the conditions of both before and after the incidents take place.
