Each area has many cultural heritages that are still preserved by the community. One of them in the Tulunggaung Regency area, there is a tradition, namely the Labuh Laut ceremony at Popoh Beach which is a hereditary ceremony that is part of the local cultural traditions of local residents, and presents a variety of local wisdom. The Labuh Laut tradition is held once a year on the first of Suro as an expression of gratitude to Allah SWT for the abundant catches. The purpose of this research is to describe the history of the Labuh Laut tradition. Describe the procession of carrying out the sea harbor tradition before the Covid-19 pandemic and during the Covid-19 pandemic. Describe and analyze the perceptions of the fishing community and community leaders during the Covid-19 pandemic. Describe and analyze the impact of the Covid-19 pandemic. Tradition is a hereditary habit that has been carried out for a long time which is interconnected with people's lives in a place. However, the Covid-19 pandemic has had a fairly serious impact on the health, economy and socio-cultural order. As with the Labuh Laut tradition, it eventually raises public perception and the impact it has as well as affects the implementation of the tradition so that it affects its implementation which requires restrictions on community activities so as not to crowd and obey health protocol. This research on the impact of the Covid-19 pandemic on the Labuh Laut tradition is a qualitative research using primary data sources and secondary data. The targets of the interview with the resource persons were village heads, traders, hamlet heads, chief executives, tradition executive committees, elders, fishermen, and heads of RT. The sampling technique used was purposive sampling and snowball sampling with data collection techniques used, namely observation, interviews and documentation. The data analysis method carried out in this study was carried out in a qualitative descriptive way to analyze the results of interviews and observations of data that had been collected with the Miles and Huberman interaction model. The results obtained from this study are the history of the Sea Labuh tradition on Popoh Beach, Tulungagung Regency, which began around the 1970s when Popoh Beach was managed by Mr. Sumiran. The fishing community and the community around Popoh Beach continue to preserve and carry out this Sea Labuh tradition until now which is carried out every 1 Suro. The main purpose of holding this Labuh Laut tradition is as a form of gratitude for the blessings of Allah SWT for the abundance of catches obtained by fishermen, asking for protection and help from all kinds of calamities and the safety of fishermen in looking for fish at sea, the benefits obtained from the implementation of the Labuh Laut tradition. one of them is to connect sillahturahmi between fishermen and coastal communities. The implementation of the Labuh Laut tradition is carried out on 1 Suro and is routinely carried out every year. Starting with the slaughter of a kendhit goat, then reading a prayer, then throwing offerings into the sea, and closing with entertainment or events. During the Covid-19 pandemic, the Sea Labuh tradition is still being carried out because it has become a hereditary custom from our ancestors. But the implementation of the Sea Labuh tradition this year is by complying with government regulations, namely implementing health protocols and x social distancing. The perception from fishermen and community leaders is that during the Covid-19 pandemic, the implementation of the Sea Labuh tradition is important and must continue even though it is held with a simple event. The impact of the Covid-19 pandemic has made visitors lonely due to the limitation of the number of visitors who come to Popoh beach with strict guard and must comply with health protocols. This is done to prevent the spread of the Covid-19 virus. Suggestions for the government to take part in the tradition of the Labuh Laut ceremony on Popoh beach, such as making publications and documenting activities and collaborating with the community so that local culture remains sustainable. For academic institutions, it can be used as information advice and the development of knowledge about local wisdom or community culture as well as conducting further research on implementation before the pandemic and during the pandemic, perceptions of tradition and the impact of the pandemic on tradition. For the community to continue to cooperate with the regional government and related stakeholders as a form of efforts to maintain and preserve the Sea Harbor tradition and continue to work together to hold the Sea Harbor tradition once a year and be held in accordance with health protocols due to the Covid-19 pandemic. People are also enthusiastic and witness the celebration of the Labuh Laut tradition.
