Abstract

Kota Serang merupakan pusat pelayanan perdagangan dan jasa, pendidikan, dan pariwisata religi di Provinsi Banten sehingga menghasilkan pergerakan dan membutuhkan transportasi yang memadai. Pengguna angkot di Kota Serang cenderung menurun salah satunya disebabkan oleh tingkat pelayanan angkot kepada pengguna atau penumpang yang belum sesuai dengan pedoman Standar Pelayanan Minimum (SPM). Kota serang memiliki 10 trayek angkot dengan rute yang berbeda-beda. Trayek 01, 02, dan 06 merupakan trayek terpilih berdasarkan analisis MCA (Multiple Criteria Analysis) dengan kriteria kepadatan penduduk, panjang lintasan, dan tata guna lahan yang lebih unggul. Penelitian ini bertujuan untuk mengevaluasi kinerja operasional dan pelayanan berdasarkan tingkat kepuasan pengguna pada angkot Kota Serang. Evaluasi kinerja angkot menggunakan metode penelitian kuantitatif dan kualitatif berdasarkan standar pelayanan minimum yang mengacu pada PM 98 Tahun 2013 tentang Standar Pelayanan Minimal Angkutan Orang Dengan Kendaraan Bermotor Dalam Trayek, Peraturan Menteri No. 29 Tahun 2015 tentang Standar Pelayanan Minimal Angkutan Orang dengan Kendaraan Bermotor Umum dalam Trayek, dan Petunjuk Teknis Penyelenggaraan Angkutan Penumpang Perkotaan Dirjen Perhubungan Darat RI tahun 2002. Kinerja pelayanan untuk menilai persepsi pengguna angkot menggunakan Importance Performance Analysis (IPA). Hasil dari kinerja operasional menunjukkan bahwa ketiga trayek penelitian memiliki headway, waktu perjalanan, dan load factor yang masih dibawah standar yaitu 70%. Sedangkan hasil IPA pada trayek 01, 02, dan 06 terdapat atribut yang perlu diperbaiki dan dipertahankan. Hasil dari kinerja operasional dan pelayanan angkot kemudian dievaluasi dan dijadikan sebagai pertimbangan dalam rekomendasi rute berdasarkan permintaan pergerakan angkot di Kota Serang. Load Factor dan kesesuaian rute merupakan prioritas arahan penanganan dalam memperbaiki kinerja operasional dan pelayanan angkot trayek 01, 02, dan 06 berdasarkan penilaian lima ahli transportasi di Kota Serang.

English Abstract

Serang City is the center of trade and services, education, and religious tourism in Banten Province so that it produces movement and requires adequate transportation. Angkot users in Serang City tend to decrease, one of which is caused by the level of public transportation services to users or passengers who do not comply with the Minimum Service Standards (SPM) guidelines. Serang city has 10 angkot routes with different routes. Routes 01, 02, and 06 are selected routes based on MCA (Multiple Criteria Analysis) analysis with superior population density, track length, and land use criteria. This study aims to evaluate operational and service performance based on the level of user satisfaction on public transportation in Serang City. The performance evaluation of angkot uses quantitative and qualitative research methods based on minimum service standards referring to PM 98 of 2013 concerning Minimum Service Standards for Transportation of People with Motorized Vehicles on Routes, Ministerial Regulation no. 29 of 2015 concerning Minimum Service Standards for the Transportation of People with Public Motorized Vehicles on Routes, and Technical Guidelines for the Implementation of Urban Passenger Transport by the Director General of Land Transportation of the Republic of Indonesia in 2002. Service performance to assess the perception of angkot users uses Importance Performance Analysis (IPA). The results of the operational performance show that the three research routes have headway, travel time, and load factor which are still below the standard, namely 70%. While the results of the IPA on routes 01, 02, and 06 have attributes that need to be improved and maintained. The results of the operational and service performance of angkot are then evaluated and used as considerations in route recommendations based on requests for angkot movements in Serang City. Load Factor and route suitability is a priority direction for handling in improving the operational performance and services of angkot routes 01, 02, and 06 based on the assessment of five transportation experts in Serang City.
