Abstract

Dukuh Atas—satu dari delapan stasiun MRT yang dikembangkan menjadi kawasan TOD—direncanakan sebagai area interchange yang merupakan pusat integrasi enam moda transportasi umum di DKI Jakarta, yaitu KRL, MRT, kereta bandara, bus Transjakarta, mini Transjakarta/ feeder dan LRT. Terletak di daerah strategis Segitiga Emas Jakarta berskala nasional-internasional sebagai pusat distrik bisnis dan pemerintahan. Namun, penggunaan kendaraan pribadi masih tinggi, mencapai 98% melalui Jl. Jendral Sudirman dengan 60% kendaraan bertujuan akhir di Kawasan Dukuh Atas. Secara ideal, TOD mengintegrasikan antara T (transit) dan D (development), sehingga konsep ini dapat memecahkan permasalahan transportasi. Penelitian bertujuan untuk menganalisis tingkat kesesuaian TOD pada Kawasan Dukuh Atas berdasarkan ITDP TOD standard 3.0 dan Permen ATR/BPN No. 16/2017 menggunakan Multi Criteria Assessment (MCA). Berdasarkan hasil penelitian, Kawasan Dukuh Atas belum memenuhi sampai 56 poin untuk dikategorikan sebagai kawasan TOD bronze, dengan tingkat kesesuaian di seluruh blok berkisar 37 hingga 46 poin, dimana kualitas titik transit sudah baik, namun orientasi terhadap titik transit masih perlu ditingkatkan. Adapun kekurangan poin dapat ditingkatkan melalui prinsip-prinsip yang belum memenuhi hingga 50% tingkat kesesuaian, yaitu prinsip walk, cycle dan densify serta prinsip yang sudah memenuhi di atas 50% namun memiliki potensial untuk dilakukan pembangunan, yaitu mix. Terdapat peningkatan prinsip beralih meskipun memiliki tingkat kesesuaian sebesar 100% di 4 blok sedangkan 1 blok lainnya memenuhi sebesar 93,33%, hal ini dikarenakan terdapat penyesuaian arahan peningkatan berdasarkan mix dan densify. Adapun prinsip yang tidak ditingkatkan, yaitu transit yang sudah memenuhi standar TOD dimana antar titik transit dapat ditempuh dengan berjalan kaki dalam radius 350-500 m.

English Abstract

Dukuh Atas—one of eight MRT stations being develop to be a TOD area—as the TOD area is planned as an interchange area which is the center of integrated public transportation in DKI Jakarta, namely commuter line, MRT, RaiLink, Transjakarta BRT, mini-Transjakarta/ feeder and LRT. Located in the strategic area of Golden Triangle of Jakarta which has a national-international scale as the center of the business and government district. However, the use of private cars are still high, reaching 98% via Jendral Sudirman st. with 60% of the private cars aiming at the end of Dukuh Atas area. Ideally, TOD integrated T (transit) and D (development), thus this concept is considered to solve transportation problems. This study aims to measure the “TODness” level in the Dukuh Atas area based on ITDP TOD standard 3.0 and Permen ATR/BPN No. 16/ 2017 using the Multi Criteria Assessment (MCA). The study showed that Dukuh Atas area still had not fulfilled up to 56 points to be categorized as a TOD bronze area, with the level of TODness ranging from 35 to 45 points. The results were identified that the area has high level of transit points quality but poor orientation to the transit points, thus it needed to be improved. The lack of points can be increased through principles that have not met the 50% of TODness level, namely walk, cycle, densify as well as principles that have met above 50% but have the potential to development, namely mix. There is an increase in shift even though it has a TODness level of 100% in 4 blocks while the other 1 block fulfills 93.33%, this is because an adjustment to mix and densfy principles. The principle that has not been improved is transit that has met the TOD standard, which in between transit points can be reached by walk within a radius of 350-500 m.
