Abstract
Pandemi COVID-19 yang muncul pada tahun 2019 menciptakan tatanan kehidupan normal yang baru untuk meminimalisir penyebaran virus SARS-CoV-2 yang bertransmisi melalui udara di kalangan masyarakat, terutama fasilitas umum. Penerapan protokol kesehatan pada bangunan pelayanan publik memiliki tujuan untuk memberikan rasa aman, sehingga pengguna bangunan dapat beraktivitas dengan normal. Kebijakan tersebut tak terkecuali berlaku pada pasar tradisional sebagai tempat pemenuhan kebutuhan pokok. Pada masa kenormalan baru, citra negatif dari pasar tradisional terkait pengelolaan dan kondisi fisiknya memerlukan penyesuaian terutama pada ruang dalam sebagai tempat terjadinya interaksi dan aktivitas. Oleh karena itu, penelitian ini dilakukan dengan tujuan untuk meninjau keamanan dan efektivitas pelaksanaan protokol kesehatan pada interior Citraland Fresh Market Surabaya sebagai objek percontohan Pasar Tangguh di Kota Surabaya, yaitu program transisi pasar tradisional di masa kenormalan baru. Penelitian ini menggunakan metode deskriptif-kualitatif yang dimulai dengan pengumpulan data sebelum dianalisis berdasarkan unit amatan yang meliputi tata ruang, pengisi ruang, dan tata kondisi ruang. Hasil penelitian menunjukkan bahwa bentuk adaptasi lebih mengarah pada penyesuaian elemen semi-fix karena sulitnya untuk mengubah elemen fix di tengah kondisi darurat pandemi COVID-19. Aspek keamanan dan efektivitas pelaksanaan protokol kesehatan pada delapan belas indikator dari unit amatan masih kurang maksimal, dengan temuan delapan indikator tidak memenuhi aspek keamanan dan sebelas indikator tidak memenuhi aspek efektivitas.
English Abstract
The COVID-19 pandemic that emerged in 2019 created a new normal order to minimize the spread of the SARS-CoV-2 virus that transmitted through the air in the community, especially public facilities. The application of health protocols in public service buildings has the aim of providing a sense of security, so that building users can do their regular activities. This policy is no exception applies to traditional markets as a place to fulfill basic needs. In the new normal, the negative image of traditional markets related to their management and physical condition requires adjustments, especially in the interior as a place for interaction and activity. Therefore, this study was conducted with the aim of reviewing the safety and effectiveness of implementing health protocols in the interior of Citraland Fresh Market Surabaya as a pilot project of Pasar Tangguh in Surabaya City, namely the traditional market transition program in the new normal. This study uses descriptive-qualitative as a method which begins with data collection before being analyzed based on the unit of observation including spatial planning, space filling, and spatial condition planning. The results show that the adaptation form is more directed towards semi-fixed element adjustments due to the difficulty to change fixed elements in the midst of the COVID-19 pandemic emergency. The safety and effectiveness aspects of the implementation of health protocols on eighteen indicators from the observation unit are still not optimal, with findings that eight indicators do not fulfilled the security aspects and so do the eleven indicators of the effectiveness.
