Abstract

Terminal Bayuangga merupakan simpul terminal tipe A di Kota Probolinggo. Namun berdasarkan hasil observasi didapatkan rata-rata bus yang keluar dan masuk terminal yakni 487 kendaraan per hari dengan intensitas rata-rata 41 kendaraan/jam. Intensitas tersebut belum memenuhi arus minimun per satuan waktu yakni 50-100 kendaraan/jam. Tujuan penelitian ini adalah menyusun prioritas arahan pengembangan yang dapat diberikan untuk peningkatan kinerja Terminal Bayuangga. Metode analisis yang digunakan untuk kinerja sirkulasi dan ruang adalah Analisis Deskriptif Evaluatif, Analisis Level of Service, Analisis Kebutuhan Ruang Parkir. Sedangkan metode analisis yang digunakan untuk kinerja operasional adalah Analisis Headway dan Analisis Loadfactor. Metode analisis untuk kinerja pelayanan adalah Importance Perfomance Analysis (IPA). Kemudian, penentuan prioritas arahan pengembangan dengan menggunakan Analisis Quality Function Deployment (QFD). Berdasarkan hasil analisis diketahui bahwa pencapaian kinerja Terminal Bayuangga masih jauh dari yang diharapkan. Hasil dari analisis yang didapatkan, kemudian dijadikan pertimbangan dalam menentukan arahan pengembangan. Selanjutnya, arahan pengembangan tersebut dianalisis menggunakan QFD untuk mendapatkan prioritas arahan pengembangan. Berdasarkan kinerja sirkulasi dan ruang didapatkan 3 prioritas utama arahan pengembangan meliputi 1) Penyediaan jalur pemberangkatan untuk angkutan umum bus AKAP; 2) Penyediaan median jalan suatu pemisah fisik jalur kedatangan dan keberangkatan untuk angkutan umum bus AKAP dan bus AKDP; 3) Penyediaan fasilitas yang belum tersedia di terminal. Berdasarkan kinerja operasional didapatkan 1 prioritas utama arahan pengembangan yakni 1) Penetapan headway maksimal ≤ 30 menit. Berdasarkan kinerja pelayanan didapatkan 2 prioritas utama arahan pengembangan meliputi 1) Penyediaan fasilitas keselamatan jalan untuk pejalan kaki; 2) Penyediaan pos, fasilitas dan petugas Kesehatan. Budi Sugiarto Waloejo, MSP. and Dr. Septiana Handayani, ST., MT. Bayuangga Terminal is a type A terminal node in Probolinggo City. However, based on the observations obtained by the average bus in and out of the terminal, which is 487 vehicles per day with an average intensity of 41 vehicles/hour. The intensity has not met the minimun current per unit time which is 50-100 vehicles/hour. The purpose of this study is to develop priority development direction that can be given to improve the performance of Bayuangga Terminal. Analysis methods used for circulation and space performance are Evaluative Descriptive Analysis, Level of Service Analysis and Parking Space Needs Analysis. While the analysis method used for operational performance is Headway Analysis and Loadfactor Analysis. The method of analysis for service performance is Importance Perfomance Analysis. Then, it is determined the priority of the development directive by using Quality Function Deployment (QFD) Analysis. Based on the results of the analysis, it is known that the achievement of Bayuangga Terminal performance is still far from expected. The results of the analysis obtained, then taken into consideration in determining the direction of development. Then, the development directives are analyzed using QFD to get priority development direction. Based on the circulation and space performance, there are 3 main priorities for development directions including 1) Provision of departure routes for AKAP buses public transportation; 2) Provision of a road median, a physical separator of arrival and departure routes for public transportation of AKAP buses and AKDP buses; 3) Provision of facilities that are not yet available in the terminal. Based on operational performance, there is 1 main priorities for development directions, namely 1) Determination of a maximum headway of 30 minutes. Based on service performance, there are 2 main priorities for development directions including 1) Provision of road safety facilities for pedestrians; 2) Provision of posts, facilities and health workers.
