Abstract
PG. Krebet Baru merupakan perusahaan yang bergerak dalam pengolahan tebu menjadi gula. PG. Krebet Baru juga merupakan salah satu unit PG di PT. PG. Rajawali 1. PT Pabrik Gula Rajawali I menghasilkan produk utama yaitu Gula Kristal Putih (GKP) dengan nama “Raja Gula” dalam bentuk sachet kiloan. PG Krebet Baru sendiri juga sudah merencanakan untuk menjalankan Sistem Manajemen K3 (SMK3), Namun pada praktiknya, masih ada kecelakaan kerja yang terjadi pada aktifitas pembuatan gula di PG Krebet Baru. PG Krebet Baru sendiri juga belum optimal dalam menjalankan SMK3 pada bagian pertama yaitu Penetapan Kebijakan K3, dimana pada tinjauan awal bagian tersebut disebutkan bahwa perusahaan diharuskan melakukan identifikasi bahaya, penilaian risiko dan pengendalian risiko secara optimal. Oleh karena itu, perlu dilakukan identifikasi potensi bahaya, penilaian risiko dan pengendalian risiko secara optimal di PG Krebet Baru dengan metode Hazard Identification and Risk Assessment (HIRA). Identifikasi bahaya dilakukan di seluruh stasiun kerja pembuatan gula di PG Krebet Baru. Penilaian risiko dilakukan dengan menggunakan AS/NZS 4360 (Australian Standard/New Zealand 4360). Sedangkan pengendalian risiko dilakukan dengan menggunakan Hierarki Pengendalian Risiko. Identifikasi potensi bahaya dilakukan dengan mengidentifikasi aktivitas-aktivitas yang ada di setiap stasiun kerja pembuatan gula PG Krebet Baru, kemudian diidentifikasi unsafe actions dan unsafe conditions yang ada pada aktivitas-aktivitas tersebut sehingga dapat ditemukan hazard (bahaya) dan Risk (risiko) yang ada di PG Krebet Baru. Penilaian risiko dilakukan dengan cara mengidentifikasi nilai likehood (frekuensi kejadian) dan nilai severity (tingkat keparahan) dari setiap jenis risk yang ditemukan dengan menggunakan standar AS-NZS 4360. Kemudian kedua kriteria tersebut digunakan pada risk matrix untuk menentukan nilai dari setiap risk yang ada di PG Krebet Baru. Setelah itu pengendalian risiko daliakukan dengan menggunakan hierarki pengendalian risiko. Risiko diberikan pengendalian berupa pengendalian eliminasi, pengendalian subtitusi, pengendalian teknik, pengendalian adminstrasi, atau pengendalian APD (Alat Pelindung Diri). Hasil evaluasi menunjukkan bahwa ditemukan 13 jenis potensi bahaya yang ada di proses produksi gula PG Krebet Baru. Penilaian risiko menunjukan dari 13 potensi bahaya tersebut terdapat 1 risiko dengan level extreme, 4 risiko dengan level high, 5 risiko dengan level moderate, dan 3 risiko dengan level low. Rekomendasi perbaikan yang dapat diterapkan adalah Pengendalian teknik berupa modifikasi sistem yang ada seperti memodifikasi sistem pagar pembatas, menambahkan pelindung mesin seperti conveyor guard, v-belt guard, wiring duct, dan electrical tape. Selain itu juga dilakukan penambahan coating, modifikasi permukaan jalan dengan aspal dan rabatan, dan penggunaan gas detector. Pengendalian adminstrasi yang dilakukan berupa pemberian sosialisasi mengenai prosedur pengerjaan yang aman, sosialisasi penggunaan alat pelindung diri, dan pemasangan rambu-rambu bahaya seperti rambu bahaya panas, rambu bahaya tersengat listrik, dan rambu bahaya terjepit. Untuk pengendalian APD dilakukan penyediaan alat-alat pelindung diri berupa safety goggles, safety shoes, safety gloves,earmuffs, dan masker.
English Abstract
PG Krebet Baru is a company that engaged in the processing of sugar cane into white crystal sugar. PG Krebet Baru is also one of the sugar factory unit at PT. PG Rajawali 1. PT. PG. Rajawali 1 produces white crystal sugar as their main product with the name of “Raja Gula” in the form of kilogram sachets. PG Krebet Baru is also already planning to run the Occupational Health and Safety Management System (OHSMS), however within their practice, there are still work accidents occur in sugar-making activities at PG Krebet Baru. PG Krebet Baru have not optimally run the OHSMS in the first section of it, that is the Establishment of Occupational Health and Safety (OHS) Policies, where in the initial review of the section it is stated that the company is required to identify potential hazards, do the risk assessment and the risk control optimally. Therefore, it is necessary to identify the potential hazards, assess and control risks optimally at PG Krebet Baru using the Hazard Identification and Risk Assessment (HIRA) method. Identification of potential hazards will be carried out by identifying the activities that exist at each sugar-making work station at PG Krebet Baru. Risk assessment will be carried out using AS/NZS 4360 (Australian Standard/New Zealand 4360), Meanwhile, risk control will be carried out using a Risk Control Hierarchy. Identification of potential hazards is carried out by identifying the activities that exist at each sugar-making work station at PG Krebet Baru, then unsafe actions and unsafe conditions that exist in these activities are identified so that hazards and risks can be found in PG Krebet Baru. Risk assessment is carried out by identifying the likelihood value and severity value of each type of risk found using the AS-NZS 4360 standard. Then these two criteria are used in the risk matrix to determine the value of each risk in PG Krebet Baru. After that, risk control is carried out using the risk control hierarchy. Risk is given control in the form of elimination control, substitution control, engineering control, administrative control, or PPE control (Personal Protective Equipment). The result of the evaluation shows that 13 types of potential hazards were found in the sugar production process of PG Krebet Baru. The risk assessment shows that from those 13 potential hazards, there is 1 risk with an extreme level, 4 risks with a high level, 5 risks with a moderate level, and 3 risks with a low level. Recommendations for improvement that can be applied are engineering controls in the form of modifications to existing systems such as modifying the guardrail system, adding machine guards such as conveyor guards, v-belt guards, wiring ducts, and electrical tape. In addition, there is also the addition of coatings, modification of the road surface with asphalt and tarmac, and the use of a gas detector. Administrative control is carried out in the form of providing socialization regarding safe working procedures, socializing the use of personal protective equipment, and installing hazard signs such as heat hazard signs, electric shock hazard signs, and pinched hazard signs. PPE control is carried out by providing personal protective equipment in the form of safety goggles, safety shoes, safety gloves, earmuffs, and masks.
