Abstract
"Tatang Hartanto Soesilo. 2021. Analisis Pengembangan Sistem Informasi Gaji Pegawai (SIGAP) Menggunakan Soft System Methodology (Studi pada Biro Keuangan Universitas Brawijaya). Jurusan Magister Manajemen Pendidikan Tinggi. Dosen Pembimbing: Dr. Sarwono, M.Si. Dr. Fadillah Amin, M.AP, Ph.D. Tujuan dalam penelitian ini untuk menjelaskan penerapan, pengembangan serta faktor pendukung dan penghambat Sistem Informasi Gaji Pegawai (SIGAP) pada Biro Keuangan Universitas Brawijaya. Untuk memecahkan masalah SIGAP tersebut, maka dibutuhkan Soft System Methodology (SSM) dalam menganalisis masalah yang belum jelas, tidak terstruktur, dan belum terdefinisi. Berdasarkan hasil dapat diketahui bahwa Implementasi SIGAP dilihat dari keseuaian antara SIGAP dengan Biro Keuangan dan pelayanan sistem informasi pada SIGAP telah memenuhi 10 komponen informasi dan telah memenuhi tujuan Biro Keuangan, yaitu: memperoleh predikat audit Wajar Tanpa Pengecualian (WTP), dan memenuhi kebutuhan Prinsip Efficiency, Efficacy, Effectiveness dan implementasi E-government. Dari SSM didapat 4 (empat) model konseptual pengembangan SIGAP, yaitu penambahan: prosedur baku dalam pengembangan fitur aplikasi SIGAP, integrasi dan kolaborasi sumber daya manusia, dokumen perecanaan yang berkaitan dengan implementasi SIGAP, landasan hukum dan peraturan dari organisasi terkait implementasi SIGAP, dan Evaluasi dan Monitoring melalui FGD. Dari hasil penelitian diketahui pula, faktor pendukung SIGAP, yaitu: 1) fasilitas teknologi dan jaringan yang memadai; 2) aplikasi berbasis web yang fleksibel; dan 3) SIGAP sangat berpotensi diintegrasikan dengan aplikasi lain di UB. Dan faktor penghambat SIGAP, diantaranya: 1) fitur SIGAP masih belum lengkap; 2) belum terintegrasi dengan seluruh civitas akademik UB; 3) Developer masih bekerja sendiri karena tidak memiliki tim dan belum berkolaborasi dengan TIM TIK UB dan 4) belum ada perencanaan, struktur organisasi, Standard Operating Procedure (SOP), dan dasar hukum pada SIGAP. Tatang Hartanto Soesilo. 2021. Analysis of Development of Employee Salary Information System (SIGAP) Using Soft System Methodology (Study at Finance Bureau of Brawijaya University). Master of Higher Education Management. Supervisor: Dr. Sarwono, M.Si. Dr. Fadillah Amin, M.AP, Ph.D. In this study, the researcher describes the root problems and to formulate the transformative action through SIGAP using Soft System Methodology (SSM). The aim of SSM is to solve the organizational problems that are still unclear and to identify the reasons why problems exist. The purpose of this study is to describe the application, supporting and inhibiting factors and the development of the Employee Salary Information System (SIGAP) at the Financial Bureau of Brawijaya University. The researcher analyzes to understand the root problems and to formulate the transformative action through SIGAP using Soft System Methodology (SSM). The aim of SSM is to solve the organizational problems that are still unclear and to identify the reasons why problems exist. Based on the results, it can be seen that the SIGAP implementation seen from the compatibility between SIGAP and the Finance Bureau and the information system service at SIGAP has fulfilled 10 information components and has fulfilled the objectives of the Finance Bureau, namely: obtaining Unqualified Audit predicate (WTP), and Principles of Efficiency, Efficacy, Effectiveness and implementation of E-government. Through Soft System Methodology obtained 5 (five) conceptual models of SIGAP development, namely the addition of: standard procedures in developing SIGAP application features, integration and collaboration of human resources, design document, legal and regulation from organizations related to SIGAP implementation, and Evaluation and Monitoring process through FGD. From the research results, it is also known that the supporting factors for SIGAP are: 1) adequate technology and network facilities; 2) flexible web-based applications; and 3) SIGAP has the potential to be integrated with other applications in Brawijaya University. And the inhibiting factors of SIGAP, including: 1) SIGAP features are still incomplete; 2) not yet integrated with the entire UB academic community; 3) Developers still work alone because they do not have a team and have not collaborated with UB's ICT TEAM and 4) there is no planning, organizational structure, Standard Operating Procedure (SOP), and legal basis for SIGAP.
