Abstract
Penulisan skripsi ini dilatarbelakangi dari adanya permasalahan yang terjadi di masyarakat mengenai penerapan Pasal 14 ayat (1) Peraturan Menteri Perhubungan Nomor PM 133 Tahun 2015 tentang Pengujian Berkala Kendaraan Bermotor di Kota Batu dalam rangka peningkatan Pendapatan Asli Daerah Kota Batu. Permasalahan tersebut dapat dilihat dari bagaimana saat ini di Kota Batu belum mampu dalam menyediakan fasilitas yang bersifat tetap berupa tempat pengujian kendaraan bermotor, sebagaimana yang terdapat dalam ketentuan Pasal 14 ayat (1) Peraturan Menteri Perhubungan Nomor PM 133 Tahun 2015. Alhasil, pada saat ini dalam hal pelaksanaan uji berkala kendaraan bermotor yang dilakukan oleh Dinas Perhubungan Kota Batu untuk saat ini masih tidak dapat dilakukan di Kota Batu dengan sebagaimana mestinya, sesuai dengan ketentuan peraturan yang ada. Akibatnya, sumber PAD yang seharusnya menjadi pemasukan tersendiri bagi Kota Batu, justru tidak dapat terserap dengan baik.
English Abstract
The background of the writing of this thesis is from the problems that occur in the community regarding the application of Article 14 paragraph (1) of the Regulation of the Minister of Transportation Number PM 133 of 2015 concerning Periodic Testing of Motor Vehicles in Batu City in order to increase the Original Regional Income of Batu City. This problem can be seen from how at this time Batu City has not been able to provide permanent facilities in the form of a motorized vehicle testing site, as contained in the provisions of Article 14 paragraph (1) of the Regulation of the Minister of Transportation Number PM 133 of 2015. As a result, at present, the implementation of periodic motor vehicle tests carried out by the Batu City Transportation Agency is currently unable to be carried out in Batu City properly, in accordance with existing regulations. As a result, the source of PAD, which should have been a separate income for Batu City, has not been properly absorbed.
