Abstract

Industri kreatif memiliki peranan penting bagi perekonomian daerah. Kota Malang merupakan kota besar salah satu kota yang mempunyai potensi untuk pengembangan industri kreatif. Salah satu potensi industri kreatif yang dikembangkan oleh kota Malang adalah potensi industri kreatif sektor animasi. Penelitian ini menggunakan metode penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian dibatasi dalam dua bagian, (1) Strategi pemerintah daerah dalam pengembangan industry kreatif sektor animasi di kota Malang (2) Faktor pendorong dan Faktor penghambat dalam pengembangan industry kreatif animasi. Sumber data yang digunakan yaitu sumber data primer dan sumber data sekunder. Teknik pengumpulan data dengan wawancara, pengamatan, dan dokumentasi. Analisis data yang digunakan adalah model analisis data interaktif yang terdiri dari kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Kota Malang melalui Dinas Perindustrian dan Perdagangan Kota Malang melakukan pengembangan terhadap industri kreatif sektor animasi. Dinas Perindustrian dan Perdagangan kota memiliki dua (2) strategi melalui beberapa program yaitu (1) Penataan Struktur Industri terdapat beberapa kegiatan antara lain Pembinaan Kemampuan dan Keterampilan Kerja Masyarakat di lingkungan IHT melalui Pelatihan Animasi 2Dimensi dan 3Dimensi serta Operasional pusat pengembangan industri kreatif digital. (2)Program Peningkatan kapasitas IPTEK Sistem Produksi yang memiliki kegiatan yaitu Festival Industri Kreatif (Film Fiksi, Dokumenter dan Animasi ). Dalam pengembangan industri kreatif sektor animasi ada faktor pendorong yaitu adanya peran aktif dari komunitas industri kreatif yaitu MCF dan FAM dan dukungan anggaran. Faktor penghambatnya tidak adanya pendataan resmi yang dilakukan oleh pihak pemerintah kota Malang serta kurangnya akses permodalan bagi pelaku industri kreatif sektor animasi kota Malang. Dari hasil penelitian, beberapa saran yang dapat diberikan oleh peneliti antara lain diharapkan pemerintah dapat Dinas perindustrian dan perdagangan kota Malang harus intensif menjalin koordinasi dan hubungan baik dengan pelaku usaha dalam hal ini para animator agar program dan kegiatan untuk pengembangan industri kreatif sektor animasi tepat sasaran serta berkoordinasi dengan lembaga lain agar dapat akses permodalan untuk pelaku industri animasi di kota Malang.

English Abstract

The creative industry has an important role in the regional economy. One of the potential creative industries developed by the city of Malang is the creative industry potential of the animation sector. This research is a type of descriptive study with a qualitative approach. The focus of this research restricted in two parts, (1) Strategy of local government in developing creative industry of animation sector in Malang city (2) Driving factors and inhibiting factors in the development of creative animation industry. Source of the data used which is primary data and secondary data. Data collection techniques by interviews, observation, and documentation. Data analysis used is the model of the data analysis interactive consisting of condensation data, presentation of data, and the withdrawal of conclusion. The results of this study indicate that the Government of Malang through the Department of Industry and Trade of Malang City to develop the creative industries of the animation sector. Strategies undertaken include to develop the creative industry of animation sector in Malang city, Department of Industry and Trade of Malang city has two (2) strategy through several programs that are (1) Structuring of Industry Structure there are some activities such as Capacity Building and Working Skills of Society in IHT through Animation Training 2 Dimensions and 3 Dimensions as well as Operations center for digital creative industry development. (2) Production Improvement Program of Science and Technology of Production System which has activity that is Festival of Creative Industry (Film Fiction, Documentary and Animation). In the development of animation industry creative sector there is a driving factor that is the active role of the creative industry community that is MCF and FAM and budget support. The inhibiting factor is the absence of official data collecting by Malang city government and lack of capital access for creative industry sector of Malang city. From the results of research, there are some suggestions that can be given by researchers, among others, is expected the government can Industry and commerce of Malang city should be intensive to establish coordination and good relationships with business actors in this case the animators for programs and activities for the development of animation industry creative sector on target And coordinate with other institutions in order to access capital for the animation industry in Malang.
