Abstract

Tujuan Penelitian ini adalah untuk mendeskripsikan, dan menganalisis Perencanaan Pendidikan dan Pelatihan Prajabatan Aparatur Sipil Negara (ASN/CPNS) Golongan III di Balai Diklat Keagamaan Surabaya, Pelaksanaan Pendidikan dan Pelatihan Prajabatan Aparatur Sipil Negara (ASN/CPNS) Golongan III di Balai Diklat Keagamaan Surabaya, serta Evaluasi Pendidikan Dan Pelatihan Prajabatan Aparatur Sipil Negara (ASN/CPNS) Golongan III di Balai Diklat Keagamaan Surabaya. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Malang, sedangkan situsnya berada di Balai Diklat Keagamaan Surabaya. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik tersebut. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, beberapa alat penunjang seperti pedoman wawancara dan alat bantu lainnya. Dalam penelitian ini menggunakan teknik analisis penjodohan pola dimana peneliti membandingkan data hasil pengamatan (prediksi atau asumsi sebelumnya) untuk dicocokkan dengan data empirik. Jika kedua pola tersebut cocok maka, dapat digunakan untuk menguatkan proses analisis data yang bersangkutan. Hasil penelitian menunjukkan Perencanaan dari program Diklat Prajabatan CPNS Golongan III pada Balai Diklat Keagamaan Surabaya dalam perencanaannya sudah cukup sesuai dan memadai untuk melaksanakan diklat prajabatan ini sebagai mana yang telah disebutkan sebelumnya. Dengan dimulai dari latar belakang diklat yakni mengangkat CPNS menjadi PNS, tujuan diklat yang meningkatkan kompetensi dalam hal ini nilai-nilai dasar PNS yang diimbangi dengan aktualisasi didalamnya sehingga PNS mampu menjadi PNS yang profesional dibidangnya, latar belakang Sumber Daya Manusia (SDM) diklat yang teridiri dari penanggung jawab kegiatan, panitia diklat, dan pengajar yang berkompeten, kurikulum diklat yang terdiri dari mata diklat pemahaman nilai-nilai dasar PNS dan aktualisasi yang mempunyai manfaat banyak bagi peserta, sarana dan prasarana diklat sebagai penunjang diklat yang sudah cukup memadai dalam peyelenggaraan ini.di Balai Diklat Keagamaan Surabaya sebagian besar telah lengkap dan sesuai dengan pedoman penyelenggaraan diklat mengenai sarana prasarana diklat. Pelaksanaan dari program Diklat Prajabatan CPNS Golongan III pada Balai Diklat Keagamaan Surabaya jika dilihat dari keseluruhan pelaksanaannya yang bisa dikatakan berhasil dan sesuai tujuan awal dari penyelenggaraan diklat ini karena sejalan dengan realita di lapangan yakni dimulai dari Media dan Metode Pembelajaran Diklat bervariasi disesuaikan dengan skenario pembelajaran dan dapat menyesuaikan dengan kebutuhan serta situasi di dalam kelas, Pelaksanaan Diklat telah sesuai dilihat dari kesesuaian jadwal pelaksanaan diklat yang digunakan untuk mengukur sejauh mana kesesuaian perencanaan diklat, Kualitas peserta dari capaian pengetahuan dan kompetensi peserta diklat memuaskan dilihat dari rata-rata nilai akhir dari peserta diklat, dan Kuantitas peserta dilihat dari semua peserta yang dinyatan lulus dan diberi Surat Tanda Tamat Peningkatan Kompetensi (STTPK) pada akhir kegiatan diklat dan Piagam Penghargaan untuk peserta yang dinyatakan lulus terbaik 3 (tiga) besar di kelas. Evalusi dari program Pendidikan dan Pelatihan Prajabatan CPNS Golongan III pada Balai Diklat Keagamaan Surabaya, dalam pelaksanaan pendidikan dan pelatihan pastinya akan ditemui hambatan dan permasalahan yang terjadi selama kegiatan diklat berlangsung, tanpa terkecuali pada Diklat Prajabatan CPNS Golongan III di Balai Diklat Keagamaan Surabaya. Terkait hambatan dan pemasalah dalam pelaksanaan Diklat Prajabatan CPNS Golongan III di Balai Diklat Keagamaan Surabaya, berdasarkan hasil penelitian didapatkan permasalahan dalam pelaksanaan diklat sebagai berikut: (1) Narasumber yang telah ditetapkan untuk mengisi Diklat secara tiba-tiba harus diganti karena narasumber terkait dipanggil ke Jakarta untuk menjalankan tugas dari pusat secara mendadak; (2) Tidak hadirnya atasan atau pimpinan selaku mentor dari peserta karena sesuatu hal; (3) Penguji penilaian aktualiasasi yang tidak sesuai dengan bidang keilmuan pada waktu pengujian; (4) Penyediaan sarana olahraga sebagai bentuk ekstrakulikuler agar dapat mengurangi kejenuhan peserta pada waktu mengikuti diklat serta kendala teknis pada prasarana terkait wifi lemot dan air penginapan terkadang mati. (5) Kejenuhan peserta pada waktu penyelenggaraan diklat yang berimbas pada kurang fokusnya peserta dalam mengikuti diklat

English Abstract

The purpose of this study is to describe and analyze the State Civil Aparatus Officer Education and Training Plan (ASN / CPNS) of Group III at the Religious Training Center of Surabaya, Implementation of Education and Training of State Civil Apparatus Officer (ASN / CPNS) Group III at the Religious Training Center of Surabaya. This research uses descriptive qualitative research which is located in Malang City, while the site of the study is on Religious Training Center of Surabaya. The primary data sources are obtained from interviews of related informants, while the secondary data are obtained from documents relating to the topic. Data collection techniques are done through interviews, observation, and documentation. While the research instrument include the researcher himself, some supporting tools such as interview guidelines and other related tools. This study uses analysis techniques of pairing pattern in which researcher compares the observed data (predictions or previous assumptions) to be matched with empirical data. If the two patterns match, then it can be used to strengthen the process of data analysis. The result of this study shows that Preparatory Planning of State Civil Aparatus Officer Training Program of Group III on Religious Training Center of Surabaya in its planning is appropriate and adequate enough to implement this pre-service training as mentioned above. Starting from the training background which is promoting the Candidate of State Civil Apparatus Officer to State Civil Apparatus Officer, the purpose of training which increases the competence, in this case the basic values of civil servants, is balanced within the actualization. So that, State Civil Apparatus Officers are able to become professional State Civil Apparatus Officers in their fields. The background of Human Resources (HR) training program consists of the person in charge of the activity, the training committee, and the competent lecturer, the training curriculum consisting of training and understanding of the basic values of State Civil Apparatus Officer and the actualization that has many benefits for participants, training facilities and infrastructure as supporting the training which is sufficient in this management. The Religious Training Center of Surabaya is mostly complete and in accordance with the guidelines for the implementation of training concerning the training infrastructure. Implementation of the Preparatory Training Program of State Civil Apparatus Officer Candidate of Group III on the Religious Training Center of Surabaya, when viewed from the overall implementation, can be said to be successful and in accordance with the initial goal of the implementation of this training because it is in line with the reality in the field that starts from the Media and Training Methods adjusted to the learning scenario and can adapt to the needs and situations in the classroom. Implementation of the training has been appropriate when viewed from the suitability of the training implementation schedule used to measure the extent of the suitability of training planning, the quality of participants from the achievement of knowledge and competence of the training participants is satisfaction seen from the average of the final value of the training participants, and quantity of participants are seen from all participants who are graduated and granted Letter of Completion of Competence Improvement (STTPK) at the end of the training and Charter Awards for the participants who passed the best 3 (three) in the class. The Evalution of Education and Training Program of State Civil Apparatus Officer Candidate of Group III on the Religious Training Center of Surabaya, in the implementation of education and training will certainly encountered obstacles and problems that occur during the training activities take place, without exception to Training Program of State Civil Apparatus Officer Candidate of Group III on the Religious Training Center of Surabaya. Related obstacles and problems in the implementation of Training Program of State Civil Apparatus Officer Candidate of Group III on the Religious Training Center of Surabaya, Based on the results of the research, there are problems in the implementation of the training as follows: (1) The informant who have been assigned to fill the Training should suddenly be replaced because the related informant is called to go to Jakarta to suddenly carry out the tasks from the center; (2) The absence of supervisor or leader as the mentor of the participants for any reason; (3) An actualization assessment tester that is inconsistent with the field of science at the time of testing; (4) Provision of sports facilities as extracurricular form in order to reduce the saturation of participants at the time following the training and technical constraints on infrastructure associated with slow Wi-Fi and water lodging that sometimes stuck. (5) The boredom of participants during the implementation of the training that impact on the less focus of participants in the following training.
