Abstract

Tekanan dari dinamika perekonomian global membuat negara – negara yang ada di dunia harus mencari alternatif lain dalam penyediaan layanan publik bagi warganya. Negara tidak bisa terus menerus bergantung pada lembaga nasionalnya saja, namun harus mencari aktor lain dalam membantu untuk mewujudkan pelayanan publik yang baik. Public-private partnership muncul sebagai tata kelola baru yang dihadirkan dari koordinasi antara aktor publik dan aktor swasta. Salah satu impian dan cita – cita Presiden Joko Widodo pada tahun 2015 adalah terbangunnya infrastruktur yang merata di seluruh Indonesia, Indonesia menjadi negara yang mandiri, dan menjadi negara yang berpengaruh di Asia Pasifik, serta Indonesia dapat menjadi barometer pertumbuhan ekonomi dunia. Salah satu upaya tersebut adalah dengan menyusun serangkaian proyek pembangunan infrastruktur yaitu Proyek Strategis Nasional, dimana didalamnya terdapat proyek – proyek yang bisa menunjang dan mencapai cita – cita presiden tersebut. Salah satunya adalah dengan pembangunan proyek Pelabuhan Kuala Tanjung di Provinsi Sumatera Utara. Pelabuhan ini nantinya akan menjadi pelabuhan hub internasional yang akan ikut bersaing dalam jalur strategis perdagangan di Selat Malaka bersama pelabuhan – pelabuhan dari Malaysia dan Singapura. Namun, pemerintah memiliki keterbatasan dalam melakukan pembangunan pelabuhan tersebut, maka dari itu pemerintah bekerjasama dengan sektor lain melalui skema Kerjasama Pemerintah dengan Badan Usaha (KPBU)

English Abstract

Pressure caused by the dynamics of global economy, forces countries to seek and come up with an alternative way to serve its people in terms of public services. Government of a state cannot depend solely on its state bodies continuously therefore, they need other actors or contributor that are not a part of its state bodies to achieve an ideal public services mechanism. Public-private partnership emerges as the new mechanism to integrate the work between the government and private sectors. President Joko Widodo once stated back in 2015 that he has this goal to equally develop infrastructure across Indonesia so that Indonesia can be seen as a self-sustaining country and to be one of the most influential countries in the AsiaPacific region due to its economic growth. One of the efforts to achieve the goals mentioned above is by creating a new infrastructure development project which is the National Strategic Project, in which it includes projects that will boost the effort of reaching those goals. One of the main projects is the Port of Kuala Tanjung development with the purpose of making this port as an international hub in order to compete with ports from Malaysia and Singapore in the strategic lane of economy in the Malacca Strait. With great goals, comes great obstacles as well that is why the government cannot solely depending on its own entity but also need the help from business entities through this scheme called Kerjasama Pemerintah dengan Badan Usaha (KPBU) or Cooperation between the Government and Business Entity.
