Sehingga dalam menganalisa penyebab meningkatnya aktivitas sister city Kota Chicago pada tahun 2004-2009 penulis menggunakan konsep The Causes of the Blooming of the Paradiplomatic Activities yang ditulis Alexander S. Kuznetsov.

The use of The Causes of the Blooming of the Paradiplomatic Activities concept is carried out by analyzing 11 variables in it and measured on 4 scales, namely strong, moderate, weak and none. Based on the results of research by the author, there are 2 variables with strong scale, namely globalization and the role of regional leader / political party.
