Abstract

Studi ini membahas tentang resolusi konflik antara perguruan pencak silat Persaudaraan Setia Hati Terate (PSHT) dan Persaudaraan Setia Hati Winongo (PSHW) di Kabupaten Madiun. Resolusi konflik antara kedua perguruan silat ini melibatkan peran dari Pemerintah Daerah Kabupaten Madiun dan Kepolisian Resort Madiun. Penelitian ini membahas bagaimana upaya resolusi konflik yang dilakukan oleh Pemerintah Daerah Kabupaten Madiun maupun Kepolisian Resort Madiun hingga terciptanya hubungan yang baik dan kondusif antara dua organisasi silat PSHT dan PSHW di Kabupaten Madiun. Penelitian ini menggunakan teori Lewis A. Coser untuk menjelaskan bagaimana upaya resolusi konflik yang dilakukan oleh peran katup penyelamat dalam melakukan mekanisme resolusi konflik antara dua kubu yang sedang berkonflik. Metode penelitian yang digunakan adalah kualitatif, pendekatan studi kasus dengan pembuatan eksplanasi. Upaya resolusi konflik antara PSHT dan PSHW di Kabupaten Madiun merupakan mekanisme yang disusun untuk meredam konflik antara dua organisasi pencak silat yang saling berkonflik, yaitu PSHT dan PSHW. Peran Pemkab Madiun dan Kapolres Madiun untuk meredakan konflik ini diantaranya diwujudkan melalui pembentukan sebuah wadah yaitu Kampung Pesilat. Kampung Pesilat dibentuk untuk mewadahi seluruh perguruan pencak silat yang ada di Kabupaten Madiun. Untuk selanjutnya bersama-sama dengan seluruh anggota Kampung Pesilat ini Pemkab Madiun dan Polres Madiun berupaya untuk meredakan ketegangan-ketegangan yang melibatkan perguruan silat di Kabupaten Madiun, termasuk diantaranya adalah ketegangan antara kubu PSHT dan PSHW. Adapun upaya dari Paguyuban Kampung Pesilat Madiun bersama Pemerintah Kabupaten Madiun dan Kepolisian Resort Madiun diwujudkan melalui beberapa kegiatan-kegiatan diantaranya: (1) agenda pertemuan rutin setiap bulan; (2) rapat koordinasi menjelang Bulan Suro; dan (3) kegiatan-kegiatan festival dan pawai silat yang dikemas dalam Kampung Pesilat Indonesia. Adapun lebih lanjut lagi dampak dari adanya resolusi konflik antara kubu PSHT dan PSHW yaitu ketegangan antara kedua kubu semakin mereda. Di sisi lain keamanan dan ketertiban di wilayah Kabupaten Madiun dan sekitarnya juga semakin kondusif. Selain itu dampak lainnya yaitu berdampak pada kondisi sosial ekonomi dan budaya masyarakat di Kabupaten Madiun yang lebih baik dan meningkat lagi.

English Abstract

This study discusses conflict resolution between the pencak silat college of the Persaudaraan Setia Hati Terate (PSHT) and the Persaudaraan Setia Hati Winongo (PSHW) in Madiun District. The conflict resolution between the two martial arts institutions involves the roles of the Madiun District Government and the Madiun District Police. This study discusses how the conflict resolution efforts undertaken by the District Government of Madiun and the Madiun District Police until the relationship between the two PSHT and PSHW silat organizations in Madiun Regency returned to normal and conducive. This study uses the theory of Lewis A. Coser to explain how the conflict resolution efforts made by the role of the safety valve in carrying out the mechanism of conflict resolution between two conflicting camps. The research method used is qualitative, a case study approach to making explanations. The conflict resolution effort between PSHT and PSHW in Madiun District is a mechanism developed to reduce conflicts between two conflicting martial arts organizations, namely PSHT and PSHW. The role of the Madiun Regency Government and the Madiun Resort Police to mitigate this conflict is manifested through the formation of a forum, namely Kampung Pesilat. Kampung Pesilat was formed to accommodate all martial arts schools in Madiun Regency. Henceforth together with all members of the Kampung Pesilat, the Regional Government of Madiun Regency and the Madiun Resort Police are trying to ease the tensions involving silat colleges in Madiun Regency, including the tension between the PSHT and PSHW camps. The efforts of the Kampung Pesilat Village Association together with the Madiun Regency Government and the Madiun Resort Police were realized through several activities including: (1) regular monthly meeting agenda; (2) coordination meeting before Suro Month; and (3) silat parade festivals and activities that are packaged in Kampung Pesilat Indonesia. Furthermore, the impact of the conflict resolution between the PSHT and PSHW camps is that the tension between the two camps has eased. On the other hand, security and order in the Madiun Regency and surrounding areas are also increasingly conducive. In addition, other impacts are impacting on the socio-economic and cultural conditions of the people in Madiun Regency which are better and improved.
