Abstract
Program Informasi Pasar Kerja Online adalah suatu program bertujuan untuk memberikan informasi seputar lowongan pekerjaan melalui Internet. Masalah utama yang menjadi bahasan dari skripsi ini adalah pelaksanaan dari program Informasi Pasar Kerja Online di Kabupaten Pasuruan. Latar belakang yang diangkat dalam penelitian ini yaitu untuk melihat bagaimana pelaksanaan program Informasi Pasar Kerja Online di Kabupaten Pasuruan. Layanan yang diberikan yaitu layanan ketenaga kerjaan yang berbentuk konsultasi peraturan tenaga kerja, analisis dan bimbingan jabatan, antar kerja lokal, layanan antar daerah, layanan antar negara, perizinan tenaga kerja asing. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Sumber data yang digunakan adalah data primer dan data sekunder. Metode pengumpulan data dengan melakukan wawancara, observasi, dan dokumentasi. Instrumen penelitian yang digunakan yaitu peneliti sendiri, pedoman wawancara, dan alat perekam. Narasumber dari penelitian ini adalah Sekretaris Dinas Tenaga Kerja dan Transmigrasi Kabupaten Pasuruan, serta responden lain yang terlibat. Hasil penelitian yang dilakukan oleh peneliti menunjukkan bahwa implementasi program Informasi Pasar Kerja Online belum berjalan secara maksimal, hal tersebut disebabkan adanya factor penghambat dalam implementasi program Informasi Pasar Kerja Online. Penulis memberikan solusi terkait dengan implementasi Program Informasi Pasar Kerja Online di Kabupaten Pasuruan antara lain: a) menciptakan inovasi baru khususnya tentang program IPKOL; b) meningkatkan sosialisasi tentang program IPKOL kepada masyarakat; c) menjalin kerjasama antara pemerintah daerah, Dinas Tenaga Kerja dan Transmigrasi, dan masyarakat; d) menciptakan pelayanan yang baik, efektif, dan efisien; dan e) meningkatkan kapasitas dan kelembagaan Dinas Tenaga Kerja dan Transmigrasi Kabupaten Pasuruan.
English Abstract
Program Labor Market Information Online is a program aims to provide information about employment opportunities through the Internet. The main problem is the subject of this bachelor theses is the implementation of the program of the Labor Market Information Online in the DistrictPasuruan. The background of the adoption in this research is to see how the implementation of the program of the Labor Market Information Online in the DistrictPasuruan. The services provided by the employment service in the form of labor regulation consultation, analysis and guidance office, between local employment service between the regions, services between countries, permissions foreign labor. This research uses a type of descriptive research with qualitative approach. The source of the data used is the primary data and secondary data. Data collection method by doing interviews, observation and documentation. The research instrument used the researchers own guidelines, interview, and recorders. Speakers from this research is the Secretary of the Department of Manpower and Transmigration in the DistrictPasuruan, and other respondents involved. The results of research done by the researchers showed that the implementation of the program of the Labor Market Information Online has not been running for maximum, this is due to the resistance factors in the implementation of the labor market information online. The author gives a solution related to the implementation of the Program of the Labor Market Information Online in the DistrictPasuruan among others: a) created a new innovation especially about IPKOL program; b) increase socialization about IPKOL program to the community; c) develop cooperation between the regional government and the Department of Manpower and Transmigration and the community; d) creates good services, effective and efficient; and e) increase the capacity and institutional arrangements of Manpower and Transmigration in the DistrictPasuruan.
