Abstract
Globalisasi pada masa ini telah memudarkan batas-batas negara dan memudahkan negara dalam melakukan kerjasama. Tentunya hal ini juga turut memperluas bentuk kerjasama, dimana saat ini negara tidak menjadi satu-satunya aktor dalam melakukan kerjasama dalam arena internasional, namun juga dapat dilakukan oleh aktor subnegara seperti pemerintah daerah baik pemerintah Provinsi maupun pemerintah Kota/Kabupaten. Kerjasama yang dilakukan pemerintah daerah ini biasa kita dengan kenal dengan sebutan Sister City dan Sister Province. Disini penulis ingin mebahas mengenai perpanjangan kerjasama Sister Province yang dilakukan oleh Provinsi Bali, Indonesia dengan Provinsi Hainan, Tiongkok. Dimana kerjasama ini merupakan salah satu kerjasama yang mendapat perhatian serius oleh pemerintah Provinsi Bali. Pada pembahasan ini akan menggunakan pendekatan Paradiplomasi. Pendekatan Paradiplomasi dipilih penulis dalam penelitian ini bertujuan untuk melihat seperti apa motif dari pemerintah Provinsi Bali dalam kerjasama Sister Province ini dengan menggunakan salah satu konsep milik Alexander Kuznetsov yakni konsep Predominant Motive of the Government of an Examined Region to be Involved in International Relations. Melalui konsep ini kita dapat melihat motif – motif seperti Economic Motivations, Cultural Motivations dan Political Motivations, serta menemukan salah satu motif yang menjadi motif dominan atau motif utama.
English Abstract
Globalization at this time has diminished national boundaries and made it easier for countries to cooperate. Surely, this also helps expand the form of cooperation, which at the present, the state is not the only actor in conducting cooperation in the international arena, but it can also be done by sub-state actors such as regional governments, both provincial and city / regency governments. The cooperation carried out by the regional government is commonly known as the Sister City and Sister Province. Here, the author would like to discuss the extension of Sister Province collaboration carried out by the Province of Bali, Indonesia, and Hainan Province, China. This collaboration is one of the collaborations that received serious attention by the provincial government of Bali. In this discussion, the author will use the Paradiplomacy approach. Paradiplomacy approach is chosen by the author in this study aims to see the motives of the Bali Province government in this Sister Province collaboration by using one of Alexander Kuznetsov's concepts, namely the concept of Predominant Motive of the Government of an Examined Region to be Involved in International Relations. Through this concept, we can see motives such as Economic Motivations, Cultural Motivations and Political Motivations, and find one of the motives which are the dominant or main motives.
