Abstract
Penelitian ini memiliki tujuan untuk mengetahui keevektipan peraturan gubernur Kalimantan timur terkait dengan pelaksanaan raklamasi dan revegetasi lahan serta penutupan lubang tambang batu bara yang ada di Kalimantan timur. Berlakunya peraturan gubernur Nomor 38 tahun 2015 tentang petunjuk pelaksanaan Reklamasi Dan Revegetasi Lahan Serta Penutupan Lubang Tambang Batubara belum memberikan dampak sacara nyata terhadap lubang-lubang tambang yang ada di Kalimantan timur.metode penelitian yang digunakan adalah kualitatif. Karena tujuan pokok dari penelitian ini untuk menjelaskan mengenai implementasi peraturan gubernur Kalimantan timur terkait dengan tata reklamasi dan revegetasi serta penutupan lahan tambang batubara yang ada dikalimantan timur. metode penelitian yang berlandaskan pada filsafat postpositivisme, digunakan untuk meneliti pada kondisi objek yang alamiah dimana peneliti adalah sebagai instrumen kunci, pengambilan sampel sumber data dilakukan secara purposive, teknik pengumpulan dengan triangulasi, analisis data bersifat induktif/kualitatif, dan hasil penelitian kualitatif lebih menekankan makna dari pada generalisasi. Hasil penelitian melihat dalam pelaksanaan peraturan gubernur secara umum keterlibatan setiap stik holder baik secara langsung maupun tidak langsung. Peneliti disini melihat masih banyaknya kekurangan dari segi implementasi yang dilakukan pemerintah untuk perarturan gubernur ini, banyaknya perusahaan yang melanggar peraturan tersebut tidak ada tidak lanjut dari pemerintah, masyarkat yang menjadi korbanyata dari bekas galin tambang tau lubanglubang tabang ter sebut tidak dilibatkan secara langsung oleh pemerintah. Melihat kondisi ini peneliti memberikan saran kepada pemerintah untuk bekerja lebih keras dan konsisten dalam menindak lanjuti permasalahan lubang tambang ini sehingga tidak ada lagi yang akan menjadi korban.
English Abstract
This study aims to determine the effectiveness of the East Kalimantan governor's regulations regarding the implementation of land reclamation and revegetation as well as the closure of coal mine holes in East Kalimantan. The implementation of the governor's regulation Number 38 of 2015 concerning the implementation guidelines for Land Reclamation and Revegetation and the Closure of Coal Mine Holes has not yet had a real impact on existing mining pits in East Kalimantan. The research method used is qualitative. Because the main purpose of this research is to explain the implementation of the East Kalimantan governor's regulation related to the reclamation and revegetation procedures and the closure of coal mine land in East Kalimantan. Research methods that are based on the philosophy of postpositivism are used to examine the condition of natural objects where the researcher is a key instrument, sampling data sources done purposively, collecting techniques with triangulation, analyzing data is inductive / qualitative, and the results of qualitative research emphasize meaning rather than generalization. The results of the study see in the implementation of governor regulations in general the involvement of each stick holder both directly and indirectly. Researchers here see that there are still many shortcomings in terms of the implementation carried out by the government for the governor's regulation, many companies that violate these regulations are no continuation from the government, the people who become the victims of the former mining sites know that the holes are not directly involved by government. Seeing this condition, the researcher advised the government to work harder and be consistent in following up on this mine pit problem so that no one else would become a victim
