Abstract
North America Free Trade Agreement (NAFTA) merupakan perjanjian dagang bebas diantara negara di Amerika Utara yaitu Amerika Serikat, Meksiko dan Kanada yang sudah berjalan dari tahun 1994. Pasca pelantikan Donald Trump sebagai Presiden di Amerika, Trump menepati janji kampanyenya dengan memberikan pemberitahuan pada kongres mengenai rencananya melakukan negosiasi ulang pada NAFTA yang kemudian disetujui oleh anggota lain yaitu Meksiko dan Kanada. Putaran negosiasi yang berjalan hingga hampir lebih dari satu tahun menghasilkan perjanjian baru dengan nama baru yaitu United States Mexico Canada Agreement (USMCA). Diantara ketiga negara tersebut, Justin Trudeau dan tim negosiatornya merupakan pihak terakhir yang mencapai kesepakatan untuk menandatangani USMCA. Penandatanganan dilakukan oleh ketiga negara pada 30 November 2018 di Buenos Aires. Penulis menggunakan teori gaya kepemimpinan perdana menteri oleh Juliet Kaarbo dalam melihat fenomena ini. Dalam proses pembuatan kebijakan menyutujui USMCA pada tahun 2018 dipengaruhi gaya kepemimpinan perdana menteri terkait dengan interest and experiences, task orientation, strategy for managing conflict, strategy for managing information, dan strategy for dealing with party.
English Abstract
North America Free Trade Agreement (NAFTA) is a free trade agreement between countries in North America, which is the United States, Mexico, and Canada that has been running since 1994. After Donald Trump's inauguration as President in America, Trump kept his campaign promise by giving notice to congress about the plan to renegotiate with NAFTA which was then approved by other members, Mexico and Canada. The negotiation round that lasted for almost more than one year resulted in a new agreement with a new name, the United States Mexico Canada Agreement (USMCA). Among the three countries, Justin Trudeau and his negotiator team were the last to reach an agreement to sign the USMCA. The signing was carried out by the three countries on 30 November 2018 in Buenos Aires. The author uses the theory of the prime minister's leadership style by Juliet Kaarbo to see this phenomenon. Canada's policy-making process of approving the USMCA in 2018 influenced by the prime minister's leadership style related to interests and experiences, task orientation, strategy for managing conflict, strategy for managing information, and strategy for dealing with parties.
