Abstract

Latar belakang penelitian ini didasarkan pada berlakunya Undang-Undang tentang Aparatur Sipil Negara yang menutut pegawai berubah dari comfort zone menjadi competitive zone, dimana hal tersebut berpengaruh pada pengembangan karir pegawai. Kondisi PKT Kebun Raya-LIPI yang memiliki SDM di tingkat pendidikan dan usia produktif yang cukup rendah, sehingga membutuhkan perencanaan untuk mengelola kemampuan pegawai. Tujuan penelitian yang dilakukan untuk menganalisis rencana core capability pegawai melalui proses knowledge management yang dihubungkan dengan adanya era kompetitif seperti sekarang. Penelitian ini menggunakan melalui pendekatan kualitatif dengan metode perencanaan efektif dari perencanaan strategis dan perencanaan sumber daya manusia. Hasil dari penelitian ini menunjukkan bahwa Analisis Jabatan dan Analisis Beban Kerja telah disusun oleh PKT Kebun Raya-LIPI dengan menyesuaikan kondisi kebutuhan organisasi. Namun Informasi Jabatan tentang ketrampilan dan pengetahuan pegawai masih bersifat umum. Identifikasi core capability yang difokuskan melalui dimensi skill dan knowledge dilakukan melalui knowledge creating activities yang terdiri dari pemecahan masalah bersama, integrasi alat dan metodologi baru, eksperimen dan penyusunan prototipe, serta penyerapan pengetahuan dari luar organisasi telah dilakukan sehingga membentuk kemampuan inti khususnya untuk pegawai jabatan fungsional. Perencanaan core capability dalam menuju era kompetitif dilakukan agar pengembangan SDM tetap berjalan yang akan berdampak pada kemajuan karir pegawai. Melalui proses identifikasi tujuan organisasi, penilaian internal maupun eksternal SDM, peramalah kebutuhan SDM, serta merencanakan strategi pengembangan SDM dilakukan untuk melakukan perencanaan kemampuan inti pegawai tersebut. Proses knowledge creating activities yang mengidentifikasikan core capability sudah dilaksanakan di PKT Kebun Raya-LIPI. Namun dalam rangka pengembangannya perlu dilakukan analisis kesenjangan kompetensi maupun kesenjangan kinerja. Proses knowledge creating activities juga perlu dikembangkan terus menerus karena merupakan suatu siklus agar mendapatkan kemampuan yang menjadi intangible resources bagi organisasi. Selain itu, anggaran untuk pengembangan SDM harus dianggarkan karena sesuai dengan Peraturan Pemerintah tentang Manajemen ASN bahwa setiap instansi wajib untuk membuat rencana termasuk anggaran juga harus disiapkan dalam pengembangan kompetensi.

English Abstract

The background of this research is based on the enactment of the Law concerning the State Civil Apparatus which demands that employees change from comfort zones to competitive zones, which affects the career development of employees. The conditions of the Center for Plant Conservation Botanic Gardens that have employee with level of education and productive age are quite low, so that it requires planning to manage employee capabilities. The purpose of the research is to analyze plan of employee core capability through the knowledge management process that is associated with the existence of a competitive era like now. This study uses a qualitative approach with effective planning methods from strategic planning and human resource planning. The results of this study indicate that Job Analysis and Analysis of Workloads have been prepared by Center for Plant Conservation Botanic Gardens by adjusting the conditions of organizational needs. But Job Information about employee skills and knowledge is still general. Identification of core capability that is focused through the dimensions of skill and knowledge is carried out through knowledge creating activities consisting of joint problem solving, integration of new tools and methodologies, experimentation and prototype preparation, and absorption of knowledge from outside the organization so as to form core capabilities especially for functional office employees . Planning of core capability in the direction of the competitive era is done so that human resources development continues to run which will have an impact on employee career progress. Through the process of identifying organizational goals, internal and external human resources assessments, forecasting human resources needs, and planning human resources development strategies are carried out to plan the core capabilities of these employees. The process of knowledge creating activities that identifies core capability has been carried out in Center for Plant Conservation Botanic Gardens. However, in the context of its development it is necessary to carry out competency gap analysis and performance gaps. The process of knowledge creating activities also needs to be developed continuously because it is a cycle in order to obtain capabilities that become intangible resources for the organization. In addition, the budget for human resources development must be planned because it is in accordance with the Government Regulation on State Civil Apparatus Management that each agency is obliged to make a plan including the budget must also be prepared in developing competencies.
