Abstract
Penelitian ini bertujuan untuk menguji dan memberikan bukti empiris mengenai faktor-faktor yang berpengaruh terhadap kebermanfaatan Sistem Informasi Manajemen Pengadaan Langsung yang diterapkan pada kantor-kantor Kementerian Keuangan Provinsi Jawa Timur. Metode pengumpulan data dalam penelitian ini menggunakan survey terhadap responden yang bertugas sebagai pengelola keuangan yang menggunakan Sistem Informasi Manajemen Pengadaan Langsung (SIMPeL) dan didapatkan responden sejumlah 97 orang. Data dianalisis dengan menggunakan Structural Equation Model – Partial Least Square (SEM-PLS). Hasil penelitian menunjukkan beberapa temuan. Pertama, kualitas sistem yang baik mempengaruhi intensitas penggunaan sistem dan memberikan kepuasaan bagi penggunanya serta dapat memberikan manfaat berupa peningkatan terhadap kinerja individu maupun organisasi. Kedua, kualitas informasi berpengaruh terhadap kebermanfaatan sistem berupa peningkatan kinerja individu maupun organisasi. Ketiga, kualitas informasi tidak memberikan pengaruh terhadap intensitas penggunaan. Keempat, intensitas penggunaan tidak terbukti memengaruhi kebermanfaatan sistem. Hasil penelitian ini dapat menjadi pertimbangan dalam melakukan perbaikan dalam penyelenggaraan dan pengembangan Sistem Informasi Manajemen Pengadaan Langsung (SIMPeL) serta memberikan perubahan dalam kebijakan terkait proses pengadaan berupa pembentukan unit khusus untuk pengadaan langsung.
English Abstract
This study aims at providing empirical evidence on the factors affecting the usefulness of management information systmen of direct procurement at the Ministry of Finance in East Java Province. The data are collected by a survey towards 97 respondents working as financial managers who use the system (SIMPeL) and analyzed by Structural Equation Model of Partial Least Square (SEM-PLS). The analysis reveals a number of findings. First, the quality of a good system influences the intensity of the use of the system, satisfies its users, and provides added value in the form of improvement of individual and organizational performances. Second, the quality of information influences the improvement of individual and organizational performance. Third, the quality of information does not affect the intensity of use. Fourth, the intensity of use is not proven affecting the improvement of individual and organizational performance. The results of the study are expected to provide inputs for the Center of Electronic Procurement Service, Ministry of Finance, to consider such important factors at the time of implementation and development. The absence of the influences of the quality of information on the intensity of use and of the intensity of the use on the usefulness of the system should also be major concerns of the system organizer. System improvement will increase the users’ intention to interact with the system and, in turn, provide benefits in the form of individual and organizational performance improvement.
