Behavioral Approach to the Study of Public Administration is one of the many approaches within the study of public administration which covers various field related with the field of public administration and the behavior science in the field of psychology. This study defined on three main components: (1) it rests on a micro-level focus (i.e., [groups of] citizens, employees, and managers within the public sector are the unit of analysis); (2) it studies how these people behave and form attitudes; and, (3) it does so by integrating insights from psychology and the behavioral sciences into the study of public administration. The behavioral approach is chosen to overcome social problems. It is important for social scientist and policy makers to understand that human behavior is at the core of the problems. The Presidential Decree No. 2 of 2015 regarding the National Mid-Term Development Plan of 2015-2019, mandates for the development of the urban areas to be conducted through the management of settlement quality, which includes the improvement of slums, preventive actions for slum growths, and a sustainable living condition. Kelurahan Jodipan is among one of the slum settlement to receive the slum eradication and poverty reduction service through community development activities. Therefore, this study measures two research focuses; consist of (1) the process of community development in Jodipan; and (2) the Jodipan’s community motivation towards the community development programs. The study uses a phenomenological research within the qualitative approach. Data analysis uses a Phenomenological Research Methods by Moustakas. And data collection by (1) straightforward and non-participative observation; (2) semi-structured interview; and (3) documentations. The result of the study indicates that the process of the community development in Jodipan could be possible through the organic development within the strong community bond. Meanwhile, the community motivation within Jodipan emerges through the presence of needs and willingness within the community members; to continuously developing and preserving their neighbourhood for the future.
