Abstract
Penelitian ini bertujuan untuk mengetahui efektivitas suatu program yaitu program Usaha Ekonomi Produktif dalam upayanya meningkatkan kesempatan kerja bagi eks gelandangan dan pengemis yang ada di Desaku Menanti melalui kegiatan wirausaha. Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Teknik analisis yang digunakan adalah teknik analisis data Miles and Huberman. Teknik pengumpulan data yang digunakan adalah dengan metode wawancara dengan 5 narasumber. Indikator yang digunakan dalam penelitian ini adalah indikator sosialisasi prorgam, ketepatan sasaran program, tujuan program, dan pemantauan dan pengawasan program. Hasil penelitian menunjukan bahwa pelaksanaan program Usaha Ekonomi Produktif dalam upaya meningkatkan kesempatan kerja bagi eks gelandangan dan pengemis di Desaku Menanti tidak efektif, hal ini dapat dilihat dari indikator tujuan program yang menunjukan banyaknya usaha berhenti, indikator sosialisasi program yang menujukan banyaknya warga yang belum memahami program, indikator pemantauan program dimana kegiatan pemantauan tidak dilakukan secara rutin, hanya indikator ketepatan sasaran yang efektif karena sasaran program UEP tersebut adalah keluarga miskin. Selanjutnya terdapat beberapa kendala yang mempengaruhi efektivitas program Usaha Ekonomi Produktif, yaitu pelatihan yang tidak terimplementasikan dengan baik, dan masalah mental yang mana mental para warga binaan sosial belum terbentuk dengan baik sehingga mempengaruhi pelaksanaan program Usaha Eknomi Produktif.
English Abstract
This research aims to determine the effectiveness of a programme which is Productive Economic Business Programme In Order to Improve Employment Opportunities of ex-Homeless and Beggars at Desaku Menanti through entrepreneurial activities. This research used descriptive research with qualitative approach. For the analysis technique used Miles and Huberman's data analysis technique. Data collection technique used interview with 5 interviewees. Indicators that used in this research are indicators of program socialization, accuracy of program goals, program objectives, and program monitoring and supervision. The result of this research shows that the implementation of Productive Economic Programme In Order to Improve Employment Opportunities of ex-Homeless and Beggars Through Entrepreneurial Activities at Desaku Menanti was ineffective, this can be seen from the program goal indicator which shows many business stops, program socialization indicators that shows there are many residents who do not understand the program, program monitoring indicator was not carry out routinely, only indicators of targeting accuracy are effective because the target of the PEB program are poor families. Furthermore, there are several obstacles that affect the effectiveness of the Productive Economy Business program, that is, training that was not well implemented, and mental problems in which the mental of social fostered citizens was not well formed so it affected the implementation of the Productive Economy Business program.
