Abstract
Surat izin usaha perdagangan (SIUP) berdasar pada Peraturan Menteri Perdagangan Nomor 7 Tahun 2017 tentang perubahan ketiga atas PERMENDAG Nomor 36 Tahun 2007 tentang penerbitan surat izin usaha perdagangan. Peraturan tersebut mewajibkan para pelaku usaha perdagangan wajib memiliki SIUP agar usahanya diakui secara sah dan legal. PP Nomor 24 Tahun 2018 tentang pelayanan perizinan berusaha terintegrasi secara elektronik, dan PERMENDAG Nomor 77 Tahun 2018 tentang pelayanan perizinan berusaha terintegrasi secara elektronik di bidang perdagangan. Peraturan tersebut yang akhirnya mewajibkan bagi Pemerintah Daerah terutama DPMPTSP untuk menerapkan Sistem OSS dalam proses perizinan. Adanya peraturan tersebut dan dikolaborasikan dengan teori-teori administrasi publik terutama mengenai implementasi kebijakan perizinan yang bertujuan untuk mengetahui, menjelaskan dan menganalisa bagaimana penerapan implementasi kebijakan perizinan Surat Izin Usaha Perdagangan (SIUP) di Kabupaten Gresik dan untuk mengetahui, menjelaskan dan menganalisa faktor pendukung dan penghambat penerapan implementasi kebijakan perizinan Surat Izin Usaha Perdagangan (SIUP) di Kabupaten Gresik. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Yang menjadi fokus pada penelitian ini pertama implementasi kebijakan perizinan SIUP diukur melalui struktur birokrasi, sikap, sumber daya dan komunikasi. Kedua, faktor pendukung dan faktor penghambat implementasi kebijakan perizinan SIUP. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan perizinan surat ijin usaha perdagangan (SIUP) dinilai berhasil dan berjalan secara efektif dan efisien dengan didukung berjalannya Sistem OSS sebagai bentuk pelayanan perizinan. Karena sudah memenuhi variabel-variabel yang menjadi tolak ukur keberhasilan, yaitu: struktur birokrasi, sikap, sumber daya dan komunikasi. Faktor pendukung: sumber daya manusia dan sistem aministrasi. Faktor penghambat: teknologi informasi dan data. Faktor- faktor ini menjadi pendukung peningkatan implementasi kebijakan SIUP sendiri dan menjadi faktor penghambat dimana memacu Pemerintah Daerah maupun Pemerintah Pusat untuk memberikan strategi baru atau penyempurnaan dalam proses implementasi kebijakan perizinan SIUP.Saran dari peneliti mengenai penelitian ini adalah yang pertama untuk meningkatkan kegiatan sosialisasi kepada masyarakat, kedua untuk meningkatkan penyediaan anggaran untuk mendukung kegiatan sosialisasi, ketiga adalah untuk meningkatkan fasilitas pojok online yang tersedia di DPMPTSP Kabupaten Gresik untuk memaksimalkan pelayanan bagi masyarakat.
English Abstract
Business licensess based on the regulation of the Minister of trade number 7 of 2017 about third amendement from the regulation of the Minister of Trade number 36 of 2007 about business licensess publication. That regulation requires the businessman must have business licensess so that their business is legally. Government regulation number 24 of 2018 about electronically integrated business licensing service and the regulation of the Minister of Trade number 77 of 2018 about Electronically integrated business licensing services in the trade sector. Finally that regulation requires the regional government, especially DPMPTSP to implement the OSS system in the licensing process. The regulation and collaborated with public administration theory especially about implementation of licensing policies aimed at to know,explain, analyze how to apply,supporting Factors and trouble factors from the implementation of licensing for business license in Gresik Regency. This research used qualitative research method with a descriptive approach. This research focused on first the implementation of the licensing policies For business licenses is measured through a bureauratic structure, attitude, resource and communication. Second supporting factors and TroUble factors for implementation of the licensing policies for business license. The result of this research that implementation of the licensing policies for business licenses succesful, effectively and efficiency with the support of the OSS system as a form of licensing services. Because it meets the variables as a benchmark of success, that are: bureaucratic structure, attitude,resource and communication. Supporting factors: human resource and administration system. The trouble factors: technology of information and data. Those factors are supporters of increasing the implementation of licensing policies for business licenses and make trouble factors which stimulates the regional government and central government to Make a new strategy or improvements in the process of the implementation of licensing policies for business licensess. The researcher suggested that, first to increase socialization activities tobthe community, second to increase budgets provision to support socialization activities, third to increase online corner facility in DPMPTSP Gresik Regency to maximize services for the community.
