Abstract
Kabupaten Lumajang merupakan salah satu daerah dengan potensi wisata yang besar. Salah satu objek wisata di Kabupaten Lumajang adalah wisata puncak B29. Di tahun 2017 kunjungan wisatawan ke B29 menglami penurunan dari tahun sebelumnya sebesar 2.220 orang wisatawan nusantara dan 27 orang wisatawan mancanegara. Penurunan tersebut salah satunya karena sarana dan prasarana yang belum memadai untuk mengakomodir kepentingan wisatawan. Mengingat hal tersebut sehingga perlu dilakukannya penelitian tentang peran pemerintah daerah dalam pengembangan sektor pariwisata melalui penyediaan sarana dan prasarana penunjang pariwisata. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif dan analisis deskriptif kualitatif yang dikombinasikan dengan analisis SWOT. Hasil dari penelitian ini adalah pertama, dilihat dari prasarana perekonomian pemerintah Kabupaten Lumajang sudah melakukan pelebaran akses jalan, membangun prasarana penerangan, dan juga memenuhi kebutuhan air bagi penduduk dan juga wisatawan di puncak B29. Namun terkait komunikasi dan juga pelayanan bank belum dikakukan. Kedua dilihat dari prasaraa sosial, prasarana terkait dengan pelayanan kesehatan sudah disediakan melalui puskesmas pembantu yang ada di Desa Argosari dan juga di rumah warga sekitar lokasi wisata. Namun sistem pendidikan terkait kepariwisataan belum diselenggarakan. Ketiga dilihat dari prasarana kepariwisataan, Pemerintah kabupaten Lumajang sudah membentuk kelompok sadar wisata sebagai pengelola destinasi wisata dan juga sebagai tour guide di destinasi wisata puncak B29. Selain itu sudah adanya homestay atau penginapan yang disediakan pemerintah dan juga oleh penduduk sekitar lokasi wisata. Keempat, dilihat dari sarana pariwisata, pemerintah Kabupaten Lumajang belum menjalankan kerjasama dengan jasa tour dan travel. Selain itu kerjasama antara jasa penyedia paket wisata, hotel, dan rumah makan juga masih belum terkoordinasi dengan baik. Berdasarkan analisis SWOT terdapat 4 strategi utama yang dapat dilakukan yaitu: 1) perbaikan sistem pengelolaan wisata di B29 mulai dari keamanan, kebersihan, tiket masuk, dan perawatan sarana dan prasarana fisik, 2) meningkatkan sarana dan prasarana fisik mulai dari toilet, air, jalan di wisata B29, dan tempat penjualan oleh-oleh, 3) meningkatkan jaringan kerjasama dengan perusahaan atau swasta, untuk membantu pengembangan wisata B29 melalui CSR yang dikeluarkan, dan 4) meningkatkan pengetahuan dan kemampuan masyarakat untuk mengelola dan mengembangankan wisata B29 melalui pelatihan-pelatihan dan sosialisasi.
English Abstract
Lumajang District was a regional area which had huge potential of tourism. One of tourism sites in Lumajang was peak tourism of B29. In 2017, the tourist visit to B29 had been in decline from previous years in about 2.220 local tourists and 27 foreign tourists. This decline was due to a lack of facility and infrastructure which functioned to accommodate the tourist interest. Regarding to this condition, it required to this current research which aimed to identify role of regional government to develop the tourism sector through provision of supporting tourism facilities and infrastructures. Moreover, this research was categorized into a descriptive research design and qualitative research approach as well as qualitative descriptive analysis method which was combined to SWOT analysis. Based on the research findings, firstly, due to the economic infrastructure of Lumajang government that has attempted on widening road access, lighting infrastructure provision, and water need of resident and tourists in the top of B29. Despite of communication and banking service that has not been provided yet. Secondly, due to the social infrastructures, the infrastructures related to health service has been provided through Puskesmas Pembantu that existed at Argosari Village and also in the residential houses around the tourism location. However, the educational system which related to tourism has not been conducted. Thirdly, due to the tourism infrastructures, the government of Lumajang district has formed groups of tourism awareness as the executive of this tourism destination and also tour guide in tourism destination of B29. In addition, the provision of homestay or lodging has been provided by the government and local residents of this tourism location. Fourthly, due to the tourism facilities, the government of Lumajang District has not conducted any collaboration with tour and travel service. Furthermore, this collaboration between tourism package service, hotel, and restaurant have not been well-coordinated. According to SWOT analysis, the four main strategies that could be implemented: 1) the improvement of tourism management system at B29 location starting from the safety, cleanliness, entrance ticket, and facilities and physical infrastructures maintenance, 2) the improvement of physical facilities and infrastructures starting from toilet, water, and road access at B29 tourism location, and also gift or souvenir shop, 3) the development of collaboration with businesses or private firms, in order to help the development of tourism B29 through CSR, and 4) the improvement of science and society competence to manage and develop the tourism site of B29 through some trainings and socializations.
