Abstract
Pemilihan strategi kebijakan dalam proses pembangunan yang mengarahkan kebijakan kebijakan yang mendorong sektor industri pariwisata menjadi pemimpin sektor serta dibutuhkan adanya otonomi pemerintah daerah untuk mengatur dan mengendalikan potensi baik sumberdaya manusia dan alamnya untuk memandirikan daerahnya. Sektor pariwisata saat ini telah menjadi salah satu industry terbesar dan terkuat salah satunya di Jawa Timurdengan Kota Batu yang merupakan salah satu destinasi kota wisata dengan banyak potensi wisata di daerahnya dengan pesona alam serta wahana wisata yang menarik. Tujuan dari penelitian ini untuk menentuka daya saing tujuan wisata dalam mempengaruhi daya saing perekonomian daerah di Kota Wisata Batu sekaligus untuk menentuka skala prioritas pembangunan dikota Batu dengan menggunakan Competitiveness Monitor sekaligus analisis regresi berganda untuk menentukan faktor yang mempengaruhi pendapatan asli daerah sektor pariwisata. Hasil dari penelitian ini nilai dari indeks pengembangan manusia masih rentah disusul dengan indeks keterbukaan Kota Batu yang juga masih kurang. Adapun variabel yang berpengaruh signifikan dalam PAD Pariwisata yaitu jumlah restoran yang ada di Kota Batu.
English Abstract
The election of policy strategy during development process in which it directed the policies that push the tourism industry sector to be the leading sector along with the presence of an autonomous regional government that is needed to organize and control the potency also the manpower and the nature to be independent and self-sufficient. Tourism sector has become one of the largest industries and the strongest especially in East Java with Batu City as one of the prime example as one of the most visited tourism cities because of its many attractions and beautiful natural scenery. This research aimed to determine the competitiveness of tourism destination in influencing regional economic competitiveness in Batu Tourism City along with to determine the priority scale of development in Batu City using the Competitiveness Monitor and multiple regression analysis to decide which factors are directly affecting the local ownsource revenue of a regional tourism sector. The result of this research is the value from human development index that is still susceptible and also the openness index of Batu City is still lacking. One of the variables that has a significant impact to local own-source revenue is the amount of restaurants in Batu City.
