Abstract

Baru-baru ini pemerintah Indonesia sedang gencar-gencarnya menggulirkan program Reforma Agraria dalam rangka mewujudkan pemerataan dan pembangunan yang berbasis keadilan bagi seluruh rakyat Indonesia. Di ranah kehutanan salah satu progam yang dimiliki oleh pemerintah dalam rangka pemerataan pembangunan yang berbasis keadilan bagi rakyat Indonesia yaitu program Perhutanan Sosial. Secara yuridis implementasi dari program perhutanan sosial harus membawakan kemanfaatan yang sebesar-besarnya bagi masyarakat desa di sekitar hutan. Karya tulis ini merupakan hasil penelitian secara yuridis sosiologis dengan mengambil lokasi penelitian di wilayah hukum KPH Probolinggo Divisi Regional Jawa Timur. Hasil penelitian ini menunjukkan bahwa program perhutanan sosial sangat urgent untuk di terapkan, dan masih terdapat beberapa persoalan yang perlu untuk diperbaiki dalam implementasinya agar program peruhutanan sosial membawa manfaat yang sebesar-besarnya bagi masyarakat desa di sekitar hutan

English Abstract

Nowadays Indonesian government are in the urge of establishing Agrarian Reform program in order to manifest equality of construction that is based on the equity for the whole Indonesian. In the field of forestry, one of the programs owned by the government in the urge of establishing Agrarian Reform program in order to manifest equality of construction that is based on the equity for the whole Indonesian is Social Forestry. Juridical implementation of social forestry should contribute benefits to the villagers around the forest as much as possible. This paper is the result of juridical and sociological study by taking the research location in the law region of KPH Probolinggo Regional Division in East Java. The result of this study shows that the social forestry is urgently needed to be implemented, and there are some issues that must be fixed in its implementation, thus the social forestry program could contribute benefits to the villagers around the forest as much as possible.
