English Abstract

Answering various challenges in regional development, the idea of developing a halal tourism area is considered to be able to answer the challenges in improving and developing the regional economy. Therefore, Province of West Nusa Tenggara issued the Regional Regulation No.2 of 2016 about Halal tourism. According to the Regional Regulation of West Nusa Tenggara No.2 of 2016, Halal tourism is an activity of tourist visits with tourism destionation and industries that perpare facilities, toursim product, services and management that meet the Shari’ah. This research used a descriptive method with qualitative approach. The location of this research is Central Lombok Regency and the site of this research is Departement of Culture and Tourism Central Lombok regency. The data source used are primary data and secondary data, with data collection through interviews, observation, and documentation. The data analysis method used is the analysis data from Miles, Huberman, and Saldana. The results of the research and discussion described can be concluded that the implementation of halal tourism policies in Central Lombok Regency has been running quite well. The researcher used the implementation model proposed by Edward III which included (1) a. The communication between institutions in this implementation has been quite well; b. The resources in this policy are sufficient in terms of both human and budgetary resources. However, in facilities and infrastructure there are still tourist attractions that do not yet have places of worship but overall are quite good; c. Disposition, all related institutions have strong desires in policy implementation; d. The bureaucratic structure is related to the Standard Operating Procedure (SOP). (2) Supporting factors in the policy are the existence of regional regulations, Resources, and community support, while the obstacles in this policy are the awareness of indutry sector to conduct halal certification eventhough halal certification is important to know the condition of food or hotels and security in the tourist area is still lack of secure. The suggestions for the obstacles are MUI should further improve socialization regarding the imortance of halal certification and goverment must maximize the role of village security agency (BKD) in each village especially in the tourist area.
