Abstract

Sejak lebih dari satu dekade memang permasalahan mengenai perempuan di Afghanistan sangat tinggi. Hal ini dikarenakan adanya ketidakstabilan politik dan ekonomi yang dialami oleh negara Afghanistan karena adanya dominasi dari kelompok radikal Taliban. Setelah dominasi Taliban mulai runtuh dan juga setelah adanya pemerintahan yang baru, Afghanistan mulai kembali memperbaiki kebijakan politik serta ekonomi yang dapat membawa kembali ke arah yang positif terkait dengan hakhak dan kesetaraan bagi perempuan-perempuan di Afghanistan. Hal ini yang kemudian menjadi dorongan bagi Amerika Serikat untuk memberikan bantuan luar negerinya untuk dapat mengatasi permasalahan terkait kesetaraan gender di Afghanistan. Tahun 2014, Amerika Serikat melalui USAID meresmikan program bantuan bernama PROMOTE di Afghanistan, dan merupakan program bantuan terbesar terkait gender yang pernah Amerika Serikat berikan sebesar 216 juta AS dolar. Namun dibalik besarnya dana yang diberikan, kenyataan selama program bantuan tersebut berjalan, USAID hanya memberikan dana tidak lebih dari setengah dana yang ditetapkan. Dari hal ini penulis ingin melihat motif dibalik pemberian program bantuan PROMOTE di Afghanistan. Untuk meneliti kasus ini, penulis menggunakan konsep motif bantuan luar negeri milik David Sogge.

English Abstract

Since more than a decade, indeed the problem regarding women in Afghanistan is very high. This is due to the political and economic instability experienced by the Afghan state due to the dominance of radical Taliban groups. After the Taliban's dominance began to collapse and also after the new government began, Afghanistan began to revise political and economic policies that could lead to a positive direction related to rights and equality for women in Afghanistan. This then becomes the chance for the United States to provide foreign assistance to overcome problems related to gender equality in Afghanistan. In 2014, the United States through USAID inaugurated an aid program called PROMOTE in Afghanistan, and this is the largest gender-related aid program from United States has ever given for US$ 216 million. However, despite the amount of funds provided, the reality is that while the aid program has been running, USAID has only provided funding no more than half the amount determined. From this the author would like to see the motives behind the PROMOTE assistance program in Afghanistan. To examine this case, the author uses the concept of foreign aid motives by David Sogge.
