Abstract
Tiongkok sebagai emerging donor country, yang semakin aktif memberikan alokasi dana bantuan luar negeri di kawasan Afrika dan mulai merambah ke kawasan lainnya terutama di kawasan Asia Selatan terutama Maladewa. Bantuan luar negeri yang diberikan Tiongkok ke Maladewa menimbulkan masalah terhadap Maladewa itu sendiri. Terutama atas pinjaman uang dari beberapa proyek besar di Maladewa. Beberapa proyek yang penulis teliti adalah proyek pembangunan perumahan Hiyaa Project, proyek jembatan, dan ekspansi landasan pacu bandara Velana. Penulis akan membahas tujuan bantuan Luar Negeri yang diberikan Tiongkok ke Maladewa pada tahun 2014-2018. Dalam studi kasus ini, penulis menggunakan konsep milik Carol Lancaster yaitu Tujuan Bantuan Luar Negeri. Dalam membahas studi kasus, penulis menggunakan lima variabel utama yaitu tujuan diplomatik, tujuan komersil, tujuan pembangunan, tujuan bantuan kemanusiaan, dan tujuan budaya.
English Abstract
China as an emerging donor country, are increasingly active gives the allocation of funds aid outside the country in the region Africa and start venturing into the area more particularly in the region of South Asia, especially the Maldives. The fund granted by China to Maldives pose a problem to the problem, especially on a loan of money to some projects such as the project construction of housing Hiyaa project, the bridge project, and the expansion of the runway of Velana airport. The author will discuss the purpose of assistance Foreign Affairs that given China to the Maldives in the year 2014-2018. In a study of cases of this, the author uses the concept of belonging to Carol Lancaster namely foreign aid purposes. In discussing the study of the case, the author uses main five variables, namely diplomatic purpose, commercial purpose, humanitarian relief purpose, and culture purpose.
