Abstract
Korea Selatan merupakan salah satu negara yang selalu masuk dalam jajaran sepuluh besar negara eksportir di dunia. Ketergantungan perekonomian Korea Selatan pada perdagangan global mendorong Korea Selatan untuk melaksanakan diplomasi komersial sebagai upaya mendorong perdagangan Korea Selatan. Diplomasi komersial Korea Selatan dilakukan oleh Korea Trade-Investment Promotion Agency (KOTRA) yang merupakan trade promotion organization (TPO) sekaligus investment promotion agency (IPA) milik pemerintah Korea Selatan. KOTRA memiliki peran utama untuk melakukan promosi perdagangan dan investasi ke seluruh dunia, termasuk ke Vietnam. Penelitian ini bertujuan untuk mengetahui rasionalisasi diplomasi komersial dan mendeskripsikan aktivitas-aktivitas diplomasi komersial Korea Selatan melalui KOTRA di Vietnam dengan menggunakan konsep diplomasi komersial Olivier Naray. Penelitian ini menyimpulkan bahwa diplomasi komersial Korea Selatan ke Vietnam dilatarbelakangi oleh kebutuhan untuk memperoleh informasi intelijen terkait pasar, pencarian mitra dagang, meningkatkan citra positif, mendukung delegasi binis, penyelesaian sengketa dagang dan mendorong promosi sektor-sektor potensial. Aktivitas diplomasi komersial yang dilakukan KOTRA berupa aktivitas pengumpulan informasi, komunikasi, perekomendasian, advokasi, koordinasi dan memberikan dukungan logistik untuk mempromosikan perdagangan pada sektor-sektor strategis seperti pada komoditas electrical machinery and equipment and part thereof, iron and steel, dan textile and its article.
English Abstract
South Korea is one the countries that always included in the top ten exporting countries in the world. South Korea’s economic dependence on global trade is driving South Korea to carry out commercial diplomacy in an effort to encourage South Korea trade. South Korea conducted commercial diplomacy through Korea Trade-Investment Promotion Agency (KOTRA) as a state owned trade promotion organization (TPO) as well as investment promotion agency (IPA). KOTRA has as major role to carry out trade and investment promotion around the world, including Vietnam. This thesis aims to understand the rationale of South Korea commercial diplomacy and describes its activities based on concept of commercial diplomacy by Olivier Naray. This thesis concluded that South Korea commercial diplomacy through KOTRA in Vietnam is encourage by the purpose of collecting business intelligence information related to market, networking and partner search, building country image, supporting business delegations, conflict handling and promoting strategic sector. KOTRA conducted commercial diplomacy activities through intelligence support, communication support, referral support, advocacy support, coordination support, and logistic support with the goal of promoting South Korea strategic commodities such as electrical machinery and equipment and part thereof, iron and steel, and textile and its article.
