Abstract
Penelitian ini melihat adanya kondisi yang masih memprihatinkan pada masyarakat pesisir sementara terlihat bahwasannya Indonesia merupakan negara yang kaya akan sumber daya alam sehingga untuk menjadikan sektor kelautan dan perikanan sebagai arus utama pembangunan nasional dibutuhkan suatu kebijakan pemerintah yang terpadu dan berbasiskan ekosistem salah satunya yaitu kebijakan yang dilakukan oleh pemerintah Provinsi Jawa Timur dengan membangun infrastruktur pelabuhan perikanan yang salah satunya terdapat di Dusun Popoh sehingga secara otomatis kondisi tersebut memicu terjadinya interaksi sosial antara masyarakat nelayan Popoh dengan pemerintah daerah yang menimbulkan respon dari masyarakat nelayan Popoh dalam bentuk persepsi dan tindakan sosial. Dalam kaitannya dengan penelitian peneliti persepsi yang dimaksud yaitu, tanggapan masyarakat sekitar dalam kaitannya dengan aktivitas pengembangan Pelabuhan Perikanan Popoh itu sendiri, dimana dari adanya suatu tanggapan tersebut timbul suatu tindakan sosial yang dilakukan oleh masyarakat nelayan sekitar sebagai sekelompok orang bersama. Penelitian ini menggunakan teori tindakan sosial Max Weber dan di lakukan di Dusun Popoh, Desa Besole, Kecamatan Besuki, Kabupaten Tulungagung. Penelitian menggunakan metode Kualitatif dengan pendekatan studi kasus dengan teknik pengumpulan data menggunakan wawancara, observasi dan dokumentasi. Informan penelitian berjumlah sembilan orang melalui teknik penentuan informan snowball sampling. Hasil penelitian ini menunjukkan bahwa masyarakat nelayan Popoh memiliki persepsi kognitif yang positi dan juga negatif, namun untuk afektif dan konatif tidak menunjukkan persepsi yang negatif terhadap pengembangan Pelabuhan Perikanan Popoh. Kemudian terkait bentuk tindakan sosial menunjukkan bahwa terdapat tiga tipe tindakan sosial yang dilakukan oleh masyarakat nelayan Popoh terhadap pengembangan Pelabuhan Perikanan Popoh, yaitu tindakan rasionalitas instrumental, rasionalitas nilai, dan tradisional.
English Abstract
This study looks at conditions that are still alarming in coastal communities while it is seen that Indonesia is a country rich in natural resources so to make the marine and fisheries sector as the main stream of national development a government policy that is integrated and ecosystem-based is needed, one of which is the policy carried out by the government of East Java Province by building a fishery port infrastructure, one of which is in Popoh Hamlet so that the condition automatically triggers social interaction between the Popoh fishing community and the local government which causes a response from the Popoh fishing community in the form of social perception and action. In relation to the research of the intended research researchers, namely, the response of the surrounding community in relation to the activities of the development of the Popoh Fishery Port itself, where a response arises from a social action carried out by the fishing community around as a group of people together. This research uses Max Weber's theory of social action and is done in Popoh Hamlet, Besole Village, Besuki District, Tulungagung Regency. Research uses qualitative methods with a case study approach with data collection techniques using interviews, observation and documentation. The research informants amounted to nine people through the technique of determining informants snowball sampling. The results of this study indicate that the Popoh fishing community has positive and also negative perceptions of cognition, but for affection and konatif it does not show a negative perception of the development of the Popoh Fishery Port. Then related to the form of social action shows that there are three types of social actions carried out by the Popoh fishing community towards the development of the Popoh Fishery Port, namely acts of instrumental rationality, value rationality, and traditional.
