Abstract

Kemiskinan merupakan suatu masalah yang menjadi perhatian utama pemerintah baik pusat maupun di daerah untuk dicari solusinya agar bisa diminimalisir. Pemerintah daerah Kabupaten Moutong melalui Dinas Pemuda Olahraga Kebudayaan dan Pariwisata (DISPORAPAR) telah melaksanakan pengembangan potensi wisata bahari yang salah satu tujuannya adalah menekan angka kemiskinan di daerah dengan memberdayakan masyarakat agar ikut serta di dalam pengembangan potensi wisata. Terlepas dari program pemberdayaan yang sudah dilaksanakan oleh DISPORAPAR, namun belum bisa memperlihatkan perubahan secara siginifikan turunnya angka kemiskinan yang terjadi di masyarakat. Penelitian ini ingin mengetahui peran serta DISPORAPAR di dalam pengentasan kemiskinan melalui pengembangan potensi wisata bahari dan mengetahui bentuk pemberdayaan yang telah dilaksanakan. Penelitian ini diharapkan bisa memberikan manfaat untuk menambah pengetahuan tentang peran dan bentuk pemberdayaan masyarakat yang dilaksanakan oleh DISPORAR dalam pengentasan kemiskinan pada masyarakat di sekitar lokasi wisata Bahari Pantai Tumpapa serta dapat menjadi pertimbangan bagi pemerintah setempat guna pengembangan industri pariwisata selanjutnya. Untuk menganalisis bentuk pemberdayaan yang telah dilaksanakan, peneliti menggunakan konsep pemberdayaan 5P yaitu pemungkinan, penguatan, perlindungan, penyokongan dan pemeliharaan.Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif. Pengujian keabsahan data, peneliti menggunakan empat tahapan mulai dari uji kredibilitas (credibility), transferability, dependability dan confirmability. Hasil penelitian menunjukan bahwa Pemberdayaan Masyarakat dalam pengentasan kemiskinan melalui pengembangan wisata oleh Dinas Pemuda Olahraga dan Pariwisata telah dilaksanakan yaitu Pembentukan, Pembinaan, Pemantauan dan Evaluasi Kelompok Sadar Wisata (Pokdarwis) namun belum bisa mengatasi kemiskinan yang terjadi di masyarakat.

English Abstract

Poverty is a problem that is the mainly concerned of both central and regional governments to find a solution, so that it can be minimized. District Government of Parigi Moutong through the Department of Youth, Sports, Culture and Tourism Affairs (DISPORAPAR) has carried out the development of the marine tourism potentials, one of which is to reduce poverty in the area by empowering people to participate in the development of potential tourism. Apart from the empowerment program which has been implemented by DISPORAPAR, it has not been able to show significant changes in decreasing poverty in the community. Thus, the research has a purpose to know the role of DISPORAPAR in alleviating poverty through the developing of marine tourism potentials and knowing the forms of empowerment that has been carried out by them. This research is expected to provide benefits to increase knowledge about the role and the form of community empowerment carried out by DISPORAR in alleviating poverty in the communities around the Tumpapa Beach marine tourism site, so it can make a consideration for the local government to develop the tourism industry further. In analyzing the form of empowerment that has been carried out, the researcher used the concept of 5P of empowerment, namely possibility, reinforcement, protection, support and maintenance. The method used in this research is a qualitative method with a descriptive approach. In testing the validity of the data, researcher used 4 (four) stages started from the test of credibility, transferability, dependability and confirmability. The result of the study has shown that Community Empowerment in poverty alleviation through the tourism development by the Department of Youth, Sports, Culture and Tourism Affairs (DISPORAPAR) has been carried out, which consists of Formation, Guidance, Monitoring and Evaluation of Tourism Awareness Groups (Pokdarwis) but it has not been able to overcome poverty in the community.
