Abstract
Implementasi kebijakan dipandang dalam pengertian yang luas, merupakan tahap dari proses kebijakan segera setelah penetapan undangundang. Implementasi dipandang secara luas mempunyai makna pelaksanaan undang-undang di mana berbagai actor, organisasi, prosedur, dan teknik bekerja sama untuk menjalankan kebijakan dalam upaya untuk meraih tujuan-tujuan kebijakan atau program-program yang mungkin dapat dipahami sebagai suatu proses, suatu keluaran (output) maupun sebagai suatu dampak (outcome). Kebijakan juga melibatkan sejumlah aktor, organisasi, dan teknik-teknik pengendalian. Berkaitan dengan hal tersebut, penelitian ini bertujuan untuk : (1). Mengetahui dan menganalisa implementasi kebijakan pemerintah dalam pemberdayaan usaha kelompok pembudidaya ikan nila “Ira-Masi “, (2). Mengetahui hambatan-hambatan yang di hadapi oleh Pemerintah dalam pemberdayaan serta upaya pemecahannya, (3). Menyusun strategi pemberdayaan yang dapat di kembangkan dalam memberdayakan usaha pembudidaya ikan nila “kelompok Ira-Masi”.di Desa/SucoCom, Kecamatan/Posto Administrativo Lautem Moro, Kota /Municipio Lautem, Timor Leste. Penelitian ini di lakukan di Desa/Suco Com, Kecamatan/Posto Administrativo Lautem Moro, Kota /Municipio Lautem, Timor Leste, terhitung dari 15 Desember 2017 sampai dengan 5 Februari 2018 Penelitian ini dilakukan dengan metode deskriptif kualitatif. Menurut Kirk dan Miller, penelitian kualitatif adalah tradisi dalam ilmu pengetahuan sosial yang bergantung pada pengamatan terhadap manusia di daerah sendiri dan berhubungan dengan orang tersebut dalam bahasa dan peristilahannya Jenis pengumpulan data yang digunakan dalam penelitian ini yaitu pengambilan data primer dan sekunder yang diperoleh dengan menggunakan teknik observasi, wawancara dan dokumentasi.
English Abstract
Implementation of policies is seen in the broadest sense, is the stage of the policy process immediately after the enactment of legislation. Implementation is widely seen as having meaning in the implementation of the law in which various actors, organizations, procedures and techniques work together to implement policies in order to achieve policy goals or programs that may be understood as a process, an output ) as well as an impact (outcome). Policies also involve a number of actors, organizations, and control techniques. In this regard, this study aims to: (1). Knowing and analyzing the implementation of government policy in empowering the business of group of tilapia fish farmer "Ira-Masi", (2). Know the obstacles faced by the Government in the empowerment and efforts to solve them, (3). Establish empowerment strategies that can be developed in empowering the cultivation of tilapia "Ira- Masi" in Desa / SucoCom, Kecamatan / Posto Administrativo Lautem Moro, Kota / Municipio Lautem, Timor Leste. This research was conducted in the Village / Suco Com, District / Posto Administrativo Lautem Moro, Kota / Municipio Lautem, Timor Leste, from December 15, 2017 to February 5, 2018 This research was conducted by qualitative descriptive method. According to Kirk and Miller, qualitative research is a tradition in social science that relies on observations of people in their own areas and relates to the person in the language and terminology. The type of data collection used in this study is the primary and secondary data retrieval obtained using techniques observation, interview and documentation.
