Abstract

E-government merupakan program pemerintah guna meningkatkan efisiensi dan efektivitas pelayanan publik melalui penggunaan tehnologi komunikasi dan informasi.E-government secara resmi diterapkan dengan terbitnya Instruksi Presiden Nomor 3 Tahun 2003 tentang Kebijakan dan Strategi Nasional Pengembangan E-government.Pemerintah Kabupaten Sleman telah mengadopsi e-government danmelaluiPeraturan Daerah Nomor 9 Tahun 2016 tentang Rencana Pembangunan Jangka Menengah Daerah (RPJMD) Tahun 2016-2021, misi pertama yaitu meningkatkan tata kelola melalui peningkatan kualitas birokrasi yang responsif dan penerapan e-goverment yang terintegrasi dalam memberikan pelayanan bagi masyarakat menjadi dasar hukum penerapan e-goverment.Secara empiris, pengembangan e-government di Kabupaten Sleman masih parsial, dilakukan berdasarkan kepentingan masing-masing Organisasi Perangkat Daerah (OPD) dalam pelaksanaan tugas dan fungsinya. Dan sub domain OPD sebagai kanal interaksi dengan masyarakat masih terdapat beberapa sisi yang dapat dioptimalkan dengan kondisi sub domain yang aktif hanya 60,26%, sedangkan sisanya 25,64 tidak update, dan 14,10% tidak dapat diakses. Adapun tujuan dari penelitian ini untuk mengetahui bagaimana implementasi kebijakan e-government di Kabupaten Sleman dan pencapaian tahapan implementasie-government di Kabupaten Sleman.Penelitian ini menggunakan model Edward III dan untuk mendeskripsikan tahapan egovernment menggunakan model United Nations/American Society for Public Administration (ASPA). Harapan peneliti, uraian tersebut dapat dimanfaatkan untuk memperbaiki implementasi kebijakan electronic government di Kabupaten Sleman. Penelitian inimenggunakan pendekatan kualitatif deskriptif Hasil penelitian menyimpulkan bahwa:Pertama, Implementasi kebijakan e-gov di Kabupaten Sleman belum optimal. Implementasi kebijakan e-gov Kabupaten Sleman dipengaruhi oleh faktor komunikasi, sumber daya, disposisi dan struktur birokrasi, yaitu: (1) Sebagai leading sector pelaksana kebijakan e-gov di Kabupaten Sleman, Dinas Komunikasi dan Informasi melakukan komunikasi internal antara bagian dan seksi yang ada di dalamnya dalam rangka menyamakan persepsi. Selain itu, Diskominfo juga melakukan koordinasi dan konsultasi dengan Organisasi Perangkat Daerah lainnya untuk mendapatkan masukan dan dukungan atas kedudukan dan fungsinya sebagai leading sector pengembangan e-gov di Kabupaten Sleman. Namun masih terdapat ketidakjelasan pemahaman dalam komunikasi; (2) Sumberdaya meliputi (a) SDM Diskominfo secara kualitas memiliki ketrampilan yang memadai berdasarkan latar pendidikan IT. Hanya saja secara kuantitas, SDM berlatar belakang IT di Diskominfo masih kurang; (b) anggaran untuk pengembangan e-gov dari tahun ke tahun relatif meningkat tapi xi terbatas karena terkendala pagu; dan (c) sarana dan prasarana pendukung egov telah memadai; (3) Disposisi terkait komitmen dan sikap perilaku para pelaksana e-gov, terutama para pegawai Diskominfo Kabupaten Sleman cukup bagus. Hal ini dibuktikan dengan kreativitas, dan kemandirian para pegawai Diskominfo mengembangkan e-gov, serta berbagai penghargaan yang telah diperoleh Kabupaten Sleman; dan (4) Struktur birokrasi pelaksanaan e-gov di Kabupaten Sleman telah ditetapkan dengan jelas, dengan Dinas Komunikasi dan Informasi sebagai leading sector urusan komunikasi dan informatika. Sesuai Peraturan Bupati SlemanNomor 87 Tahun 2016TentangKedudukan, Susunan Organisasi, Tugas Dan Fungsi, Serta Tata KerjaDinas Komunikasi Dan Informatika, maka struktur organisasi, pembagian kewenangan, hubungan antara unit dalam organisasi Diskominfo, dan hubungan organisasi Diskominfo dengan organisasi lainnya semakin jelas. Kedua,Perkembangan e-government di Kabupaten Sleman telah mencapai tahap interaktifdengan baikdi mana layanan e-government yang berbasis web sudah dapat menyediakan layanan komunikasi dua arah antara pemerintah dengan masyarakat. Sedangkan untuk layanan eservice baik kepada masyarakat umum maupun pelaku usaha seperti transaksi on line pada Slemanmall.com masih belum optimal. Sistem informasi yang dibangun juga belum terintegrasi secara penuh.Ketiga,Belum optimalnya implementasi kebijakan e-governmentdi lokasi penelitian disebabkan beberapa faktor yang menghambat yaitu : (1) lemahnya komunikasi antar unit dan eksternal organisasi dari sisi transmisi dan kejelasan; (2) kekurangan sumber daya SDM dengan kompetensi IT dan anggaran yang terbatas pagu. Selanjutnya faktor pendukung yang ada meliputi: (1) komitmen pelaksana dalam hal ini pejabat dan staf Diskominfo; (2) kelembagaan Diskominfo yang dibentuk dengan kewenangan dan tanggung jawab yang jelas sebagai pengampu dan koordinator pengembangan e-government; dan (3) sumber daya fasilitas dan infrastruktur yang memadai dan mengakomodir pengembangan e-government ke arah pengintegrasian

English Abstract

E-government is a government program to improve the efficiency and effectiveness of public services through the use of communication and information technology. E-government is officially implemented with the issuance of Presidential Instruction No. 3 of 2003 on National Policy and Strategy of EGovernment Development. Sleman District Government has adopted egovernment and through Local Regulation No. 9 of 2016 on Regional Medium- Term Development Plan (RPJMD) of 2016-2021, the first mission is to improve governance through enhancing the quality of responsive bureaucracy and application of integrated e-Government in providing services for the community becomes the legal basis for the implementation of e-Government. Empirically, the development of e-government in Sleman Regency is still partial, done based on the interests of each Organization of Regional Devices in the implementation of duties and functions. And sub domain OPD as channel interaction with society there are still some side that can be optimized with active sub domain condition only 60,26%, while rest 25,64 not update, and 14,10% can not be accessed. The purpose of this research is to find out how the implementation of egovernment policy in Sleman regency and the achievement of e-government implementation stage in Sleman regency. In analyzing the implementation of egovernment policy in Sleman District using Edward III model and to describe the stages of e-government using the model of United Nations / American Society for Public Administration (ASPA). The researcher hopes that the description can be utilized to improve the implementation of electronic government policy in Sleman Regency. This research uses descriptive qualitative approach. And the result of the research concludes that: Firstly, implementation of e-gov policy in Sleman Regency is not optimal yet. Implementation of e-gov policy of Sleman Regency is influenced by communication factor, resources, disposition and bureaucratic structure, namely: (1) As a leading sector implementing e-gov policy in Sleman District, The Office of Communication and Information performs internal communication between the section and the section inside it in order to equate perception. In addition, Diskominfo also coordinates and consultes with other Regional Organization Organizations to gain input and support for its position and function as a leading sector of e-gov development in Sleman District, But there is still a lack of clarity in communication; (2) Resources include (a) human resource Diskominfo in quality have adequate skills based on IT education background. It's just that in quantity, human resource with IT background in Diskominfo still less so that is still supported by human resources who are non-civil servant status; (b) the budget for e-gov development from year to year is relatively increasing but limited due to constrained ceiling; and (c) e-gov support facilities and xiii infrastructure are adequate; (3) Dispositions related to the commitment and attitude behavior of the implementers of e-gov, especially the employees Diskominfo Sleman District is pretty good. This is evidenced by the creativity, and independence of Diskominfo employees developing e-gov, as well as the various awards that have been obtained by Sleman District; and (4) The bureaucratic structure of e-gov implementation in Sleman District has been clearly established, namely with the Office of Communication and Information as the leading sector of communication and informatics affairs. According to Sleman Regent Regulation No. 87 of 2016 on Position, Organizational Structure, Duties and Functions, And Working Procedures of the Office of Communication and Informatics, the organizational structure, the division of authority, the relationship between units within the organization Diskominfo, and organizational relationships Diskominfo with other organizations increasingly clear. Secondly, The development of egovernment in Sleman District has reached an interactive stage where egovernment services based on the web have been able to provide two-way communication services between the government and the community. As for eservice services both to the general public and business actors such as transactions on line at Slemanmall.com is still not optimal. The information system built is also not fully integrated. Thirdly, the lack of optimal implementation of e-government policy in the research location is due to several inhibiting factors, namely: (1) weak communication between units and external organizations in terms of transmission and clarity; (2) lack of human resource resources with IT competence and limited budget ceiling. Further supporting factors include: (1) executor commitment in this case officials and staff Diskominfo; (2) Discominfo institutional set up with clear authority and responsibility as a supporter and coordinator of e-government development; and (3) adequate facilities and infrastructure resources and accommodate egovernment development towards integration.
