English Abstract

Public Private Partnership is the involvement of private parties in cooperation with the government to take care of public interest and it occurs due to government’s limited budget whereas providing public services require very large costs. The form of Public Private Partnership can be distinguished into service contract, management contract, lease contract, build operate transfer and build operate own. The implementation of Public Private Partnership in the field of administrative service is based on Government Regulation No. 50 of 2007 on The Procedures for the Implementation of Regional Cooperation. Department of Population and Civil Registration of Malang City is one of the institutions that implementing Public Private Partnership in the birth certificate service. It established its first partnership with Lavalette Hospital and Mutiara Bunda Mother and Child Hospital in 2018 and currently there are 6 hospitals that partnering with Department of Population and Civil Registration Service. The private hospitals are given the authority to record the applicant’s data through SIAK applicaton to later be used to create birth certificates by Department of Population and Civil Registration of Malang City. This study using descriptive research and qualitative approach with three research focus those are (1) Form of Public Private Partnership in the Birth Certificate Service in Malang City (2) Implementation of Principles of Public Private Partnership in the Birth Certificate Service in Malang City (3) Supporting and Inhibiting factor of Public Private Partnership in the Birth Certificate Service in Malang City. Data analysis method of this research following Miles, Huberman and Saldana model. Data collection techniques in this study used interviews, observation and documentation. The result of this study indicates that the form of Public Private Partnership in the birth certificate service in Malang City tends to be service contract, despite there are gaps between theory and findings in the indicator of asset ownership and capital investment. In the implementation of principles of Public Private Partnership in the birth certificate service in Malang City, Department of Population and Civil Registration of Malang City has fulfilled all principles. Some of supporting factors consists of coordination, professional human resource and the activeness of people. Meanwhile, the inhibiting factors consists of understaffed and the carelessness of people.
