Abstract
Pelaksanaan dari Pasal 5 Ayat (1) Peraturan Daerah Kabupaten Sampang No 5 Tahun 2013 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima, khususnya setelah dilakukan studi empiris oleh penulis di Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kabupaten Sampang menemui beberapa kendala. Kendala-kendala dimaksud misalnya seperti kurangnya sosialisasi dari Pemerintah Daerah terkait, terlebih dari Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kabupaten Sampang. Selain itu, banyaknya pedagang kaki lima yang tidak memiliki identitas pengenal selaku pedagang dan minimnya kesadaran masyarakat atau pedagang setempat mengenai Peraturan Daerah Kabupaten Sampang No 5 Tahun 2013 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima juga harus menjadi catatan dan evaluasi tersendiri bagi Pemerintah Kota Sampang. Oleh sebab itu, walaupun tindakan-tindakan tertentu seperti tindakan preventif/represif telah atau sedang dilakukan oleh Dinas Koperasi, Usaha Mikro dan Tenaga Kerja Kabupaten Sampang, Pemerintah Kabupaten Sampang harus terus membantu dan memastikan intensifikasi dari seluruh pendekatan dan atau tindakan yang dilakukan oleh pihak berwenang, telah tepat sasaran serta efektif bagi kepentingan Penataan dan Pemberdayaan Pedagang Kaki Lima di Kabupaten Sampang. Urgensi dalam kepemilikan tanda daftar atau identitas pedagang kaki lima untuk mendapatkan perijinan berjualan atau berdagang. Hubungan pedagang kaki lima dengan tanda daftar atau identitas agar tidak melanggar hukum yang ada dalam Pasal 5 Ayat (1) Peraturan Daerah Kabupaten Sampang No 5 Tahun 2013 tentang Penataan dan Pemberdayaan Pedagang Kaki Lima. Kebutuhan bagi Pemerintah Kabupaten Sampang dengan adanya tanda daftar atau identitas pedagang kaki lima untuk mencatat atau mendata agar tidak berjualan atau berdagang di tempat sembarangan, dan juga untuk pemasukan dana bagi Dinas Koperasi dan Pemerintah Kabupaten Sampang.
English Abstract
The implementation of Article 5 Paragraph (1) of Sampang District Regulation Number 5 of 2013 about the Arrangement and Empowerment of Street Vendors, especially after an empirical study was conducted by the author in the Department of Cooperatives, Micro Enterprises and Manpower in Sampang Regency, encountered several obstacles. These constraints include, for example, lack of socialization from the relevant Regional Governments, especially from the Office of Cooperatives, Micro Business and the Workers of Sampang District. In addition, the number of street vendors who do not have identification as traders and the lack of awareness of the community or local traders regarding the Sampang District Regulation Number 5 of 2013 about the Arrangement and Empowerment Street Vendors must also be a separate record and evaluation for the Sampang District Government. Therefore, although certain actions such as preventive / repressive measures have been or are being carried out by the Office of Cooperatives, Micro Enterprises and Workers of the Sampang District, the Government of the Regency must continue to assist and ensure the intensification of all approaches and / or actions taken by the authorities , has been right on target and is effective for the interests of Arragement and Empowerment Street Vendors in Sampang District. The urgency of owning a registration mark or the identity of a street vendor to get a license to sell or trade. The relationship of street vendors with registration marks or identity so that they do not violate the law in Article 5 Paragraph (1) of Sampang District Regulation Number 5 of 2013 about the Arrangement and Empowerment of Street Vendors. The need for the Sampang District Government with the existence of a sign or the identity of the street vendors to record or record so as not to sell or trade in a careless place, and also for the entry of funds for the Office of Cooperatives and the District Government of Sampang.
