Abstract
Georgia merupakan sebuah negara di kawasan Kaukasia yang terletak persis di sebelah selatan Rusia. Negara ini merupakan pecahan Uni Soviet yang berdiri bersamaan dengan runtuhnya raksasa Komunis tersebut pada 1991. Namun, sejak saat itu pula, Georgia mengalami konflik separatisme di dalam negaranya. Rusia sebagai tetangga yang baik kemudian merasa harus menengahi perkara tersebut. Namun, Georgia tidak mau dicampuri urusannya oleh Rusia. Ia merasa dibayang – bayangi oleh kekuatan Rusia di daerah tersebut. Oleh karena itu, Georgia kemudian membuat kebijakan yang cukup menyulut amarah Rusia, yaitu mendekat ke Uni Eropa dan NATO, yang secara politik sudah menjadi musuh bebuyutan Rusia sejak Perang Dunia II usai. Georgia kemudian bergabung dengan program kerjasama dengan NATO, yang menurut Georgia merupakan kebijakan yang paling rasional karena selain mengimbangi diri dari ancaman Rusia, Georgia juga akan mendapat keuntungan seperti peningkatan kualitas alutsista dan kemajuan ekonomi. Namun, outcome yang diharapkan tersebut tidak terjadi. Bahkan, Rusia tersulut hingga terjadi beberapa tindakan politis yang mengarah kepada Perang Lima Hari. Hal ini menimbulkan kerugian yang lebih besar daripada keuntungan yang didapat. Berdasarkan analisis dalam tulisan ini, kemudian, dapat disimpulkan bahwa kebijakan yang dikeluarkan oleh Georgia tidak rasional karena berdasarkan Rational Actor Model, kebijakan yang rasional juga harus mempertimbangkan outcome, yang dalam kasus ini tidak mencapai hasil yang maksimal.
English Abstract
Georgia is a country in the caucasian region, located directly to the South of Russian Federation. This little country was once part of bigger Soviet Union which gained independence when the Communist Behemoth fell in 1991. However, Georgia had been involved in fighting separatists within its border since. Russia, thinking as a good neighbor, felt the need to intervene in this conflict. Georgia, however, does not want any Russian influence on its policies, presumably because they feel intimidated by Russian power in the region. Therefore, Georgia then made a policy to move towards the western world, by means of approaching the European Union and NATO. This sparked tension with Russia, as these two entities were politically traditional enemies with Russia since the end of World War II. Georgia then joined the NATO partnership program, which, according to Georgia, was the most rational decision in balancing Russian threat. Besides the obvious goal, Georgia expected other advantages such as modernizing their weapon systems and improving their economy. However, the outcome of this policy turned out to be unsatisfactory. Some of the goals were not realized until much later. Moreover, Russia was triggered, so much that it sparked events that leads to Five Day War. This inflicts more damage, towards Georgia, than advantages previously expected. Based on the analysis provided in this writing, conclusions can be drawn that this policy was not Rational because Rational Actor Model considers maximum outcome to be extremely important towards rationality, which in this case did not happen.
