Abstract
Penelitian ini bertujuan untuk menguji pengaruh sistem pengukuran kinerja strategis terhadap keadilan distributif, keadilan prosedural, organizational citizen behaviour (OCB), dan kinerja pegawai. Objek dari penelitian ini adalah pegawai pada Direktorat Jenderal Perbendaharaan (DJPb) Kementerian Keuangan sebagai salah satu instansi penginisiasi pengimplementasian sistem penilaian kinerja strategis pada sektor publik di Indonesia. Dalam pengimplementasiannya sistem penilaian kinerja strategis DJPb terefleksikan pada sistem remunerasinya. Sebanyak 249 data berhasil dikumpulkan menggunakan metode survei dengan teknik simple random sampling. Analisis data dilakukan dengan menggunakan metode structural equation model dengan bantuan aplikasi smartPLS. Hasil penelitian menunjukkan bahwa sistem penilaian kinerja strategis secara signifikan berpengaruh positif terhadap kinerja pegawai, keadilan distributif dan keadilan prosedural. Keadilan ditributif secara signifikan berpengaruh positif terhadap keadilan prosedural. Keadilan prosedural secara siginifikan berpengaruh positif terhadap OCB. OCB secara siginifikan berpengaruh positif terhadap kinerja pegawai. Pengujian hubungan mediasi antara sistem penilaian kinerja strategis dan kinerja pegawai menghasilkan dua alternatif. Pertama hubungan keduanya dimediasi oleh keadilan distributif, keadilan prosedural, dan OCB. Alternatif kedua adalah hubungan keduanya dapat dimediasi oleh keadilan prosedural dan OCB. Kedua alternatif menunjukkan hubungan mediasi parsial komplementer
English Abstract
The aims of this study is to examine the effect of a strategic performance measurement system on distributive justice, procedural justice, organizational citizen behavior (OCB), and employee performance. The object of this research is employees at the Directorate-General of Treasury of the Ministry of Finance as one of the agencies initiating the implementation of a strategic performance measurement system in the public sector in Indonesia. In its implementation, the strategic performance measurement system is reflected in the remuneration system. 249 piece of data were collected using the survey method with simple random sampling technique. Data analysis was performed using the structural equation model method with the help of smartPLS applications. The results showed that strategic performance measurement system had a significant positive effect on employee performance, distributive justice and procedural justice. Distributive justice had a significant positive effect on procedural justice. Procedural justice had a significant positive effect on OCB. OCB had a significant positive effect on employee performance. Testing the mediation relationship between the strategic performance measurement system and employee performance produces two alternatives. The first alternative is that the relationship is mediated by distributive justice, procedural justice, and OCB. The second is that the relationship can be mediated by procedural justice and OCB. Both alternatives show complementary partial mediation relationships.
