Abstract
Penelitian ini membahas mengenai pembangunan masyarakat melalui pemberdayaan petani belimbing di Desa Ngringinrejo. Terdapat penurunan hasil panen buah belimbing yang menjadi komoditas utama di Desa Ngringinrejo. Adanya kegiatan pemberdayaan masyarakat di Desa Ngringinrejo salah satu tujuannya adalah meningkatkan produktivitas tanaman belimbing, dan untuk meningkatkan kesejahteraan masyarakatnya. Pembangunan yang ada di Desa Ngringinrejo memiliki pendekatan bottom-up, di mana masyarakat selalu dilibatkan pada setiap proses pembangunan itu sendiri. Selain itu, pembangunan melalui pemberdayaan petani belimbing di sini juga menghendaki masyarakat sebagai subyek sekaligus obyek dari pembangunan tersebut. Konsep people centered development yang diungkapkan Korten (1982), telah tepat diadopsi masyarakat Desa Ngringinrejo dalam pembangunan. Akan tetapi terdapat beberapa kekurangan yang masih terlihat, meskipun yang dapat dinilai jelas adalah manfaat dari adanya pembangunan masyarakat melalui pemberdayaan di kawasan agrowisata belimbing Desa Ngringinrejo. Dalam hal ini terdapat beberapa poin pembahasan yang didapat penulis selama kegiatan penelitian berlangsung, diantaranya yaitu: 1) Proses perumusan masalah dan kebutuhan petani dan masyarakat; 2) Proses perbaikan infrastruktur, penerapan TTG, dan peningkatan kesejahteraan; 3) Proses perubahan kebijakan dari masyarakat tingkat bawah terkait manfaat dan dampak agrowisata; 4) Proses pengembangan organisasi masyarakat Desa Ngringinrejo; 5) Proses perkembangan teknologi, persaingan, dan kerjasama dalam mengembangkan agrowisata. Terdapat kesejahteraan masyarakat yang menjadi tujuan akhir dari pembangunan yang ada, berdasarkan penelitian kualitatif yang sudah penulis lakukan di lapangan. Sedangkan kekurangannya berupa lemahnya pemanfaatan teknologi dan tidak terjalin hubungan yang baik antara masyarakat dengan pemerintah, yang kemudian memberikan dampak persaingan pasar yang buruk dari produk yang dihasilkan. Akan tetapi secara garis besar pembangunan masyarakat melalui pemberdayaan petani di Desa Ngringinrejo tersebut sudah sesuai dengan prinsip strategi people centered development Korten.
English Abstract
This study discusses community development through empowering star fruit farmers in Ngringinrejo Village. There was a decrease in the yield of star fruit which was the main commodity in the village of Ngringinrejo. The existence of community empowerment activities in Ngringinrejo Village is one of the aims of increasing the productivity of star fruit plants, and to improve the welfare of the community. The existing development in Ngringinrejo Village has a bottom-up approach, where the community is always involved in each development process itself. In addition, development through empowering star fruit farmers here also requires the community as the subject and object of the development. The concept of people centered development revealed by Korten (1982) has been adopted by the Ngringinrejo village community in development. However, there are some shortcomings that are still visible, although what can be considered clear is the benefit of community development through empowerment in the starfruit agro-tourism area of Ngringinrejo Village. In this case there are several points of discussion obtained by the author during the research activities, including: 1) The process of formulating problems and needs of farmers and the community; 2) Process of infrastructure improvement, implementation of TTG, and improvement of welfare; 3) Process of policy change from lower-level communities related to the benefits and impacts of agrotourism; 4) The process of developing community organizations in the Ngringinrejo Village; 5) Process of technological development, competition, and cooperation in developing agro-tourism. There is community welfare which is the ultimate goal of existing development, based on qualitative research that the authors have done in the field. While the shortcomings are in the form of weak use of technology and no good relationship between the community and the government, which then gives a bad impact on market competition from the products produced. However, broadly speaking, community development through empowering farmers in Ngringinrejo Village is in line with the strategy principle of people centered development Korten.
