Abstract
Penelitian ini mengkaji tentang strategi keamanan energi Bulgaria yang berfokus pada periode pasca krisis gas Eropa tahun 2009. Gas alam merupakan sumber energi yang penting karena begitu banyak diminati di Eropa. Namun, sektor energi ini memiliki kerentanan yang tinggi mengingat sebagian besar hanya berasal dari satu pemasok yaitu Rusia. Situasi kerentanan inipun begitu terasa terutama bagi negara-negara dengan tingkat ekonomi yang rendah di Eropa salah satunya Bulgaria. Terjadinya krisis gas Eropa di tahun 2009 pun benar-benar menjadi ancaman serius bagi Bulgaria. Krisis bermula setelah adanya ketidaksepakatan kontrak antara Rusia dan Ukraina selaku penyuplai dan negara transit terpenting bagi kebutuhan gas alam di Eropa. Hal tersebut membuat aliran pasokan gas menjadi terhenti selama dua minggu. Padahal saat itu musim dingin sedang melanda Eropa sehingga gas alam menjadi sangat dibutuhkan. Berangkat dari kasus tersebut, maka dalam penelitian ini akan dijelaskan tentang strategi keamanan energi yang dipilih oleh Bulgaria dalam menghadapi krisis gas alam nasional yang terjadi. Penjelasannya akan menggunakan konsep keamanan energi milik Mason Willrich yang berangkat dari sudut pandang negara importir. Hal ini mengingat Bulgaria merupakan negara yang kurang diberkahi sumber daya alam bagi aktivitas industrinya sehingga perannya lebih condong sebagai importir energi.
English Abstract
This study examines the energy security strategy of Bulgaria which focuses on the period after European gas crisis in 2009. Natural gas is an important energy resource because it is quite popular in Europe. However, this energy sector has high vulnerability considering that the most of it comes from only one supplier, Russia. This vulnerability situation is so felt especially for countries with low economic level in Europe, one of them is Bulgaria. The occurrence of the European gas crisis in 2009 was really a serious threat to Bulgaria. The crisis began after a contractual disagreement between Russia and Ukraine as the supplier and the most important transit country for natural gas needs in Europe. This caused the gas supply flow to stop for two weeks. Even though at that time winter was hitting Europe so natural gas was very needed. Departing from the case, so this research will explains the energy security strategy chosen by Bulgaria in dealing with the national natural gas crisis that occurred. The explanation will use the energy security concept from Mason Willrich which departs from the importing country perspective. This is because Bulgaria is a country that is less endowed with natural resources for its industrial activities so that its role is more inclined as an energy importer.
