Abstract
Dalam skripsi ini, penulis mengangkat permasalahan mengenai pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kota Blitar. Dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kota Blitar di tahun 2018 memiliki taarget nasional sejumlah 5.000 penerbitan sertifikat tanah, namun dalam realisasinya Kantor Pertanahan Kota Blitar dapat menerbitkan sertifikat tanah sebanyak 4.546. Sejumlah bidang tanah yang belum bersertifikat berupa perumahan, pekarangan, sawah, dan tegalan. Penelitian ini bertujuan untuk mengetahui, menganalisis dan mendeskripsikan pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) oleh Kantor Pertanahan Kota Blitar serta mengidentifikasi dan menganalisis kendala Kantor Pertanahan Kota Blitar dan masyarakat serta solusi dari kendala yang dihadapi Kantor Pertanahan Kota Blitar dan masyarakat dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kota Blitar. Penelitian ini dilakukan dengan cara penelitian yuridis empiris dengan metode pendekatan yuridis sosiologis, dengan menggunakan jenis data primer dan data sekunder, serta teknik memperoleh data dengan wawancara. Berdasarkan hasil penelitian menggunakan metode di atas, penulis memperoleh jawaban atas permasalahan yang diangkat bahwa dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL) di Kota Blitar sudah berjalan dengan lancar namun masih ditemui beberapa kendala dalam pelaksanaan. Kendala-kendala tersebut timbul dari pelaksana dari Kantor Pertanahan Kota Blitar dan juga timbul dari masyarakat itu sendiri. Solusi yang dapat dilakukan untuk menyelesaikan kendala-kendala dalam pelaksanaan Pendaftaran Tanah Sistematis Lengkap (PTSL).
English Abstract
In this thesis, the writer raises the issue regarding the implementation of the CompleteSystematic Land Registration (PTSL) in Blitar City. In the implementation of the CompleteSystematic Land Registration (PTSL) in Blitar City in 2018 it has a national target of 5,000 land certificates, but in its realization the Blitar City Land Office can issue 4,546 land certificates. Some uncertified land parcels include housing, plots of fields, rice fields and dry fields. Based on the above, the writer raised the formulation of the problem, namely: (1) How is the implementation of article 2 paragraph (2) regulation of the Minister of Agriculture and spatial planning/ Head of The National Agency of the Republic of Indonesia number 6 year 2018 about Complete systematic Land Registration (PTSL) in Blitar City? (2) What factor are obstacles to the implementation of article 2 paragaraph 2) ) regulation of the Minister of Agriculture and spatial planning/ Head of The National Agency of the Republic of Indonesia number 6 year 2018 about Complete systematic Land Registration (PTSL) in Blitar City? (3) what is the solution to the obstacles to the implementation of article 2 paragaraph 2) ) regulation of the Minister of Agriculture and spatial planning/ Head of The National Agency ofthe Republic of Indonesia number 6 year 2018 about Complete systematic Land Registration (PTSL) in Blitar City? This study aims to determine, analyze and describe the implementation of aComplete Systematic Land Registration (PTSL) by the Blitar City Land Office and identify and analyze the constraints of the Blitar City Land Office and the public as well as solutions to the constraints faced by the Blitar City Land Office and the public in implementing Complete Systematic Land Registration (PTSL) in Blitar City. This research was conducted by means of empirical juridical research using the sociological juridical approach, using primary and secondary data types, as well as techniques for obtaining data through interviews. Based on the results of the study using the above method, the writer obtained an answer to the problem raised that in the implementation of the Complete Systematic Complete Land Registration (PTSL) in Blitar City had run smoothly but there were still some obstacles encountered in the implementation. These constraints arise from the implementer of the Blitar City Land Office and also arise from that public itself. The solution that can be done to overcome the obstacles in the implementation of Complete Systematic Land Registration (PTSL).
