Abstract
Pertumbuhan kota dan perkembangan industri menimbulkan dampak cukup besar pada siklus hidrologi sehingga berpengaruh besar terhadap perkembangan drainase perkotaan. Sebagai contoh ada beberapa perkembangan beberapa kawasan hunian yang disinyalir sebagai penyebab banjir dan genangan di lingkungan sekitarnya. Hal ini disebabkan karena perkembangan urbanisasi menyebabkan perubahan tata guna lahan. Oleh karena itu, setiap perkembangan kota harus diikuti dengan perkembangan drainase, tidak cukup hanya pada lokasi yang dikembangkan, melainkan harus meliputi daerah sekitarnya. Metodologi yang digunakan dalam penelitian ini berupa dilakukannya inventarisasi terhadap kondisi eksisting sistem drainase dan pengumpulan data pelengkap seperti peta pendukung, data jumlah penduduk, serta data curah hujan. Inventarisasi berguna untuk mengidentifikasi kondisi saluran drainase dan melakukan penilaian kinerja system drainase dengan cara membagikan kuisioner kepada instansi terkait dan ketua RT/RW yang berada di wilayah studi yaitu Kelurahan Sumbang. Semua data yang terkumpul akan diolah untuk menentukan alternatif penanganan masalah sistem drainase yang akan berkelanjutan pada biaya angka kebutuhan nyata operasi dan pemeliharaan (AKNOP) sistem drainase Keluraham Sumbang Kecamatan Bojonegoro Kabupaten Bojonegoro. Hasil dari inventarisasi kondisi sistem drainase diperoleh beberapa permasalahan yang ada pada saluran drainase seperti adanya sedimentasi, adanya sampah, dan permasalahan campuran ( adanya sedimen dan sampah) yang berada di saluran drainase. Berdasarkan hasil audit fisik dan non fisik pada sistem drainase menunjukkan bahwa kinerja sistem drainase pada Kelurahan Sumbang Kecamatan Bojonegoro Kabupaten Bojonegoro untuk saat ini dikategorikan baik. Hal ini ditunjukkan dengan perolehan nilai sebesar 6113.4 poin ((88,60%) dari 6.900 poin yang bisa diperoleh atau berkisar antara 81% - 90%.Dari hasil evaluasi kapasitas system drainase tersebut, beberapa saluran memang sudak tidak dapat menampung debit rancangan total, seperti saluran Untung Suropati 1 Kanan, Untung Suropati 1 Kiri, saluran Ade Irma Suryani 1 Kanan, saluran Ade Irma Suryani 1 Kiri, saluran Ade Irma Suryani 2 Kiri, saluran Rajekwesi, dan saluran lainnya. Berpedoman pada hasil identifikasi saluran drainase, penilaian kinerja, dan evaluasi kapasitas tampungan saluran, alternative penanggulangan terhadap masalah sistem drainase dengan melakukan inspeksi rutin satu kali setiap bulan pada saluran tertutup maupun terbuka dan melaukan pengerukan sedimentasi secara berkala (1-3 kali setiap tahun) untuk saluran sekunder maupun tersier baik saluran terbuka maupun tertutup. Dari alternative penanggulangan yang telah ada, jika dihitung anggaran biaya nya dan direkapitulasi menjadi Angka Kebutuhan Nyata Operasi dan Pemeliharaan dalam setahun, maka total biaya yang harus dikeluarkan sebesar Rp 552.106.891.
English Abstract
The growth of the city and the development of the industry has a considerable impact on the hydrological cycle so it has a major effect on urban drainage developments. For example there are several developments of residential areas that are considered as the cause of flooding and puddle in the surrounding environment. This is due to the development of urbanisation causing the change of land use. Therefore, every city development should be followed by the development of drainage, not enough only on the developed location, but should cover the surrounding area. The methodology used in this research is the inventory of existing conditions of the drainage system and complementary data collection such as support maps, population data, and rainfall data. Inventory is useful to identify the condition of drainage channels and perform the performance assessment of drainage system by means of distributing the questionnaire to the relevant agencies and the Chairman of the RT/RW located in the study area of Urban Village Sumbang. All collected data will be processed to determine alternative drainage system problems that will be sustained on the cost of the real needs of operation and maintenance (AKNOP) drainage system of Urban Village Bojonegoro Sub-District Bojonegoro District. The result of the inventory of condition of drainage system obtained several problems that exist in the drainage channels such as the presence of sedimentation, garbage, and mixed problems (the presence of sediment and garbage) that is in the drainage channel. Based on the results of physical and non physical audits on drainage systems showed that the performance of the drainage system in the Urban Village Bojonegoro Sub-District Bojonegoro District for now categorized well. This is demonstrated by earning a value of 6113.4 points ((88.60%) Of 6,900 points that can be obtained or ranging between 81%-90%. From the evaluation of the capacity of the drainage system, some channels are not able to accommodate the discharge of the total draft, such as Untung Suropati 1 right channel, Untung Suropati 1 Left Channel, Ade Irma Suryani 1 Right Channel,Ade Irma Suryani 1 Left Channel,Ade Irma Suryani 2 Left Channel, Rajekwesi Channel, and other channels. Based on the results of drainage channel identification, performance appraisal, and evaluation of channel capacity, alternative countermeasures to drainage system problems by conducting routine inspections once every month on closed channels or open and disregard periodic sedimentation (1-3 times each year) for both secondary and tertiary channels both open and closed channels. From alternative countermeasures that have been available, if calculated the budget of its costs and recapitulation to the real need of operation and maintenance number in a year, then the total cost should be incurred amounting to Rp 552,106,891.
