Abstract
Pabrik Susu adalah salah satu perusahaan yang bergerak di bidang produksi olahan susu di Kabupaten Malang. Pabrik Susu mampu menghasilkan susu berkualitas tinggi dan telah diekspor ke beberapa negara. Proses bisnis dilakukan oleh 323 orang karyawan aktif. Bagian yang memiliki karyawan terbanyak adalah Milk Production-Filling Section dengan jumlah 69 orang, bagian tersebut memiliki karyawan terbanyak karena menangani core business perusahaan yaitu proses pengisian (filling) dan pengemasan produk (packing) susu. Terdapat 2 jenis karyawan yang dibedakan menjadi jabatan shop floor dan non shop floor. Karyawan yang termasuk dalam jabatan shop floor bertanggung jawab langsung terhadap jalannya proses produksi, jabatan tersebut meliputi Packaging Material Controller, Shift Coordinator, Fillling Operator, Packer Operator, Filling Technician, dan Packing Technician, namun terjadi pergantian struktur organisasi, sehingga perusahaan belum melakukan pembaruan job analysis, selain itu tidak adanya kriteria penilaian kinerja karyawan yang lengkap dan tidak dapat digunakan sebagai acuan untuk menilai kinerja karyawan. Berdasarkan kondisi tersebut, dilakukan job analysis terhadap karyawan dan setelah itu dilakukan perumusan kriteria penilaian kinerja berdasarkan informasi yang diperoleh dari job analysis serta dengan menggunakan acuan kamus kompetensi Spencer, Hay Method, dan PwC’s STRATA. Sub-kriteria untuk masing-masing jabatan dipilih oleh Milk Filling Supervisor dengan dikelompokkan berdasarkan kriteria yang ada pada Hay Method, yaitu know how, problem solving, accountability, dan working condition, pengelompokan dilakukan untuk mempermudah dalam menentukan bobot menggunakan Analytical Hierarchy Processes (AHP), setelah itu penilaian kinerja karyawan dilakukan dengan pendekatan Behaviorally Anchored Rating Scale (BARS). Seluruh jabatan memiliki sub-kriteria organizational commitment, practical and technical knowledge, expertise, managerial knowledge, sensory attention, physical effort, dan physical environment. Sedangkan untuk packaging material controller memiliki tambahan analytical thinking, concern for order. Shift coordinator memiliki sub-kriteria tambahan directiveness, amount of influence, analytical thinking, concern for order. Technician memiliki tambahan sub-kriteria, analytical thinking. Operator memiliki subkriteria tambahan concern for order. Berdasarkan penilaian kinerja yang dilakukan, diketahui bahwa karyawan packaging material controller 1 orang mendapatkan predikat outstanding, 1 orang excellent, dan 2 orang meet expectations. Sementara 1 orang karyawan shift coordinator mendapatkan predikat outstanding, 1 orang lainnya meet expectations, dan 1 orang terakhir mendapat predikat need improvement. Karyawan technician yang mendapatkan predikat outstanding adalah 2 orang, excellent 2 orang, dan 1 orang lainnya mendapatkan predikat need improvement. Dan terakhir adalah operator, 5 orang mendapatkan predikat outstanding, 35 orang excellent, 15 orang meet expectations, dan 3 orang need improvement.
English Abstract
One of dairy factory in Kabupaten Malang is Milk Company, it produces pasteurization milk and Ultra-High Temperature (UHT) milk. Milk company have to meet the demand from several countries because the factory is able to produce high quality products. 323 employees were doing the business process nowadays and Milk Production- Filling Section has 69 employees at the most because that department is doing core business of the company that is filling and packing. There are 2 types of employee that is divided based on their job description, shop floor and non shop floor. Shop Floor employee have direct responsibilities to the production processes, that is Packaging Material Controller, Shift Coordinator, Fillling Operator, Packer Operator, Filling Technician, and Packing Technician. However, organizational structure changes in Milk Production Filling, so that company can’t do job analysis maximally, moreover there is no criterion of employee performance appraisal. Based on that condition, job analysis was proceeded to the shop floor employee, and the criterion of employee performance appraisal were identified based on the information of job analysis and with the reference from competency dictionary Spencer, Hay Method, and PwC’s STRATA. That criterion was chosen by Milk Filling Supervisor, it will be divided into group based on criteria in Hay Method, know how, problem solving, accountability, and working condition, grouping make it easier to determine the weight by using Analytical Hierarchy Processes (AHP), then performance appraisal to the shop floor employees use Behaviorally Anchored Rating Scale (BARS) approach. All positions have sub-criteria of organizational commitment, practical and technical knowledge, expertise, managerial knowledge, sensory attention, physical effort, and physical environment. Whereas for packaging material controller has additional criteria like analytical thinking, concern for order. Shift coordinator has additional criteria of directiveness, amount of influence, analytical thinking and concern for order. Technician has additional criteria of analytical thinking and operator has additional criteria of concern for order. And the result of performance appraisal is 1 employee of packaging material controller got an outstanding, 1 employee got excellent, and 2 employees got meet expectations. While, 1 employee of shift coordinator got outstanding, 1 employee got meet expectations, and the last one got need improvement. 2 employees of technician got outstanding, 2 employees got excellent, and 1 employee got need improvement. 5 employees of operator got outstanding, 35 employees got excellent, 15 employees got meet expectations, and 3 employees got need improvement.
