Abstract
Waduk Ngancar terletak di Kabupaten Wonogiri Provinsi Jawa Tengah. Waduk ini dibangun pada tahun 1944 untuk memenuhi kebutuhan irigasi seluas 637 ha, pola operasi yang dilakukan pada Waduk Ngancar selama ini merupakan pola operasi sederhana dimana kebutuhan air irigasi dipenuhi sampai tampungan waduk mengalami kekosongan tampungan. Untuk itu perlu dilakukan perencanaan pengoperasian waduk agar memenuhi kebutuhan yang direncanakan dan menjaga kondisi tampungan waduk diatas atau tepat berada pada batas minimum tampungan waduk. Data-data yang digunakan dalam studi ini adalah data curah hujan stasiun hujan ngancar selama 21 tahun, data rencana tata tanam global (RTTG) kabupaten wonogiri, data klimatologi, dan data teknis Waduk Ngancar. Metode yang digunakan dalam studi ini adalah simulasi operasi waduk dengan kontinuitas tampungan menggunakan pedoman aturan lepasan berdasarkan tampungan waduk (Rule Curve). Data curah hujan selama 21 tahun diuji menggunakan uji RAPS, ketiadaan trend, uji stasioner, dan uji run test. Perhitungan debit menggunakan metode F.J. Mock, analisa debit andalan menggunakan metode basic month, dan perhitungan kebutuhan air irigasi menggunakan metode FPR-LPR. Dalam pengoperasian waduk menggunakan debit inflow dengan empat keandalan debit (26.02%, 50.68%, 75.34%, 97.30%), debit outflow sesuai kebutuhan irigasi metode FPR-LPR dan kapasitas tampungan waduk. Dari perhitungan debit andalan, didapatkan debit rata-rata sebesar 0.2581 m3/detik. Untuk kebutuhan air irigasi metode FPR-LPR diperoleh debit rata-rata sebesar 313.127 lt/dt atau 0.313 m3/detik. Hasil simulasi pola operasi waduk eksisting selama 21 tahun dari total 504 periode, didapatkan jumlah periode sukses sebesar 347 periode, sedangkan jumlah periode gagal sebesar 157 periode atau periode sukses sebesar 68.85% dan periode gagal sebesar 31.15%. Hasil pola operasi waduk Ngancar berdasarkan debit andalan menghasilkan debit rata-rata sebesar 2.747 m3/detik dari berbagai kondisi keandalan (26.02%, 50.68%, 75.34%, 97.30%). Dengan debit lepasan sebesar 2.747 m3/detik mampu memenuhi kebutuhan irigasi rata-rata sebesar 323 ha atau 50.75 % dari luas daerah irigasi. Tinggi bukaan pintu rata-rata berdasarkan simulasi pola operasi waduk sebesar 0.1 m.
English Abstract
Ngancar Reservoir is located in Wonogiri Regency, Central Java. This reservoir is built in 1944 and expected to able to meet the demand for irrigation water supply as wide as 637 hectares, the rule curve that being used on Ngancar reservoir during this time is simple rule curve where the irrigation water requirements are met until reservoir storage empty. Therefore, it is necessary to make new rule curve in order to meet the required needs and to maintain reservoir storage above or equal to minimum reservoir storage. The data that used in this study are rainfall data for 21 years from Ngancar weather station, Wonogiri global planting system, climate data, and technical data of the reservoir. The method used in this study is to simulate the operation of reservoir by using storage continuity by the outflow rule guideline based on reservoir storage (Rule Curve). Rainfall data for 21 years is tested using Rescaled Adjusted Partial Sums (RAPS) test, spearman trend test, stationary test, and run test. Discharge calculation using F.J. Mock method, reliability discharge calculation using basic month method, and irrigation water requirement calculated using FPR-LPR method. In this rule curve reservoir simulation are using inflow discharge with four discharge reliability (26.02%, 50.68%, 75.34%, 97.30), outflow discharge based on irrigation water requirement using FPR-LPR method and reservoir storage capacity. From the calculation of reliability discharge, obtained average discharge of 0.2581 m3/sec. therefore the irrigation water requirements using FPR-LPR method obtained an average discharge of 313.127 liters/sec or 0.313 m3/sec. The result of existing reservoir simulation during 21 years from the total of 504 periods, the total of success periods are 347 periods, while total of failure periods are 157 periods or the success rate is 68.85% and the failure rate is 31.15%. The average discharge result of rule curve based on reliability discharge from various condition (26.02%, 50.68%, 75.34%, 97.30) are 2.747 m3/sec. With the output discharge 2.747 m3/sec is be able to fill irrigation demand with an average as wide as 323 hectares or 50.75% from the total extensive irrigation. The average high of intake gateways based on reservoir pattern operation is 0.1 meters.
