Abstract

Meningkatnya kebutuhan pangan serta air bersih disebabkan oleh meningkatnya jumlah penduduk, sehingga perencanaan pembangunan waduk Surumana yang terletak di desa Ongulara kecamatan Banawa Selatan Kabupaten Donggala diharapkan mampu memenuhi kebutuhan air irigasi dan air bersih di daerah tersebut. Data yang digunakan dalam studi ini yaitu data curah hujan, klimatologi, pola tata tanam, jumlah penduduk serta data teknis waduk. Data curah hujan dan pola tata tanam digunakan untuk menghitung kebutuhan air irigasi. Data jumlah penduduk tahun 2010-2014 digunakan untuk memproyeksikan jumlah penduduk selama 25 tahun kedepan untuk menghitung kebutuhan air bersih. Data curah hujan dan klimatologi digunakan untuk menghasilkan debit menggunakan metode FJ.Mock. Debit FJ.Mock kemudian diolah menggunakan metode karakteristik aliran sehingga menghasilkan empat keandalan debit (26,02%, 50,68%, 75,34%, dan 97,30%). Dalam perencanaan pedoman pola operasi waduk, semua hasil perhitungan dianalisa menggunakan metode simulasi pola operasi waduk berdasarkan karakteristik tampungan (rule curve). Dari perhitungan, diperoleh debit rerata untuk debit air cukup sebesar 5,127 m3/dtk, debit air normal sebesar 3,122 m3/dtk, debit air rendah sebesar 1,906 m3/dtk, serta debit air kering sebesar 0,569 m3/dtk. Jumlah kebutuhan air irigasi sebesar 71,799 juta m3 serta kebutuhan air bersih tahun 2039 sebesar 1,227 m3/dtk. Hasil simulasi pola operasi waduk Surumana untuk debit air cukup menghasilkan debit rerata lepasan sebesar 4,320 juta m3, debit air normal sebesar 3,044 juta m3, debit air rendah sebesar 2,064 juta m3, serta debit air kering sebesar 0,582 juta m3. Rerata kebutuhan air irigasi dan air bersih yang dapat dipenuhi oleh debit air cukup sebesar 99,2% (2082,5 ha) dan 77,3% (277836 jiwa), debit air normal sebesar 77,2% (1620,6 ha) dan 44,9% (161305 jiwa), debit air rendah sebesar 48,4% (1015,4 ha) dan 40,5% (145558 jiwa), serta debit air kering sebesar 20,8% (437 ha) dan 1,3% (4603 jiwa).

English Abstract

The increase of food and clean water requirements is caused by increase in population, so for construction plan of Surumana reservoir at Ongulara village, South Banawa district, Donggala regency is expected to be able to supply for irrigation and clean water in that area. The data used in this study was rainfall, population, climatology, planting rules and reservoir technical data. Rainfall and planting rules were used to calculate irrigation water requirements. Population data from 2010-2014 was used to projecting the population for the next 25 years to calculate clean water requirements. Rainfall and climatology was used to discharge analysis using FJ.Mock method. Then, the discharge from FJ. Mock was processed using flow characteristic method to produce four discharge reliability (26,02%, 50,68%, 75,34% and 97,30%). For planning the reservoir operation guideline, all calculation results was analyzed using simulation method of reservoir operation pattern based on Rule Curve. From the calculation of discharge reliability, obtained average discharge for enough water discharge was 5,127 m3/sec, normal water discharge was 3,122 m3/sec, low water discharge was 1,906 m3/sec, and dry water discharge was 0,569 m3/sec. The irrigation water requirements was 71,799 million m3 and the clean water requirements in 2039 was 1,227 m3/sec. The average outflow result of operation pattern simulation at Surumana reservoir for enough water discharge was 4,320 million m3, normal water discharge was 3,044 million m3, low water discharge was 2,064 million m3, and dry water discharge was 0,582 million m3. The average of irrigation and clean water requirements was able to fill by enough water discharge was 99,2% (2082,5 hectare) and 77,3% (277836 people), normal water discharge was 77,2% (1620,6 hectare) and 44,9% (161305 people), low water discharge was 48,4% (1015,4 hectare) and 40,5% (145558 people), also dry water discharge was 20,8% (437 hectare) and 1,3% (4603 people).
